An investigation of railway ohargos is beirg had in England by a seleot committee of the House of Commons. The developments are already very damaging to the railroads, being nothing less than positive proof of the discrimination and overcharges in freights carried by the oompanies. It waa recently announced in the House of Commons that twenty-seven Justices of the Peace—an honorary office —were guilty of corrupt practices in connection with last year's election.
