CITY COUNCIL ELECTION.

Punctually at noon this day the returningofficer (Mr G. L. Lee) made the official declaration of the poll, as follows : Lambert, T. 8 277 Garrard, Wm, ... ... ... 158 He therefore declared Mr Thomas S. Lambert duly elected to fill the extraordinary vacancy in the North-west ward. Mr Lambert sincerely thanked the ratepayers for the position in which they he 1 placed him, the election for which, although protracted, had come off at last. He wished to state that he entertained the best feelings towards those who bad supported bis opponent, as they no doubt thought he was the best man As for himself, he would represent them with credit to himself and the benefit of the ratepayers as a body. Mr Garrard thanked those who had worked voluntarily on his behalf, and also those who had voted for him. Although defeated, be occupied this position; A large number of ratepayers signed a requisition to him, asking him to come forward for the vacant seat. He accepted the requisition on the condition that if a better man than either Mr Lambert or himself came forward, ho should be at liberty to retire. When the nominations closed, no better man had come forward. He believed that if he had resorted to the tactiots of his opponent by employing canvassers (or city missionaries, as he had beard them called), their position to-day would have been reversed ; but he objected to that as opposed to the ballot in its purity, and he hoped the day would soon come when canvassers at elections would be done away with. [Hear. hear. I He desired again to thank those who had voted for him. (Mr Garrard here made way for Mr Lambert to propose the usual vote of thanks to Mr Lee, but that gentleman did not realise the position.) He (Mr Garrard) begged to move a vote of thanks to the Returning Officer, which was duly seconded by Mr Lambert, and acknowledged by Mr Lee.
