THE CUSTOMS TARIFF AND EXCISE BILL.

[from the own cobbbspondbnt of the “FBRBB.”J WELLINGTON, September 16. Major Atkinson introduced the Customs Tariff and Excise Bill to-night. This important measure substitutes iu place of tho import duties now in force on tho following articles now duties, viz.: — Bacon and hams, 2d per lb; iron nails, 2s per cwt; iron tanks of under 200 gallons, 2s Cd each ; jams, jellies, marmalades, and preserves, lsd per lb; maize 9d per lOOlbs; maizeua and cornflour. Is per lOOlbs; scented and fancy soap, 25 per cent, ad valorem; woolpaeka (known as wool pockets, not exceeding 18in. by 21in. by 30), Is 3d per dozen. Tho following articles are to be exempt from Customs duties :—Alum, axes and baichets, borax, calicoes (white and grey iu piece), carriage material, namely, American cloth, shafts, spokes, felloes, naves, and tacks; chaff, cheese, cloth, chloridc.cotton shirtings inpioce, corduroy (cotton) in piece, cotton, dress print, navy blue or other similar description in piece, gold size, hessian hags, iron wire netting, moleskin iu piece, nitric acid, rough brown holiaud in piece, sowing cottons, silks and threads, spades, shovels, and forks, tailors* trimmings, namely, black and brown canvas, silosias, voronia, Italian cloth, metal and hone buttons, silk and cotton bindings. An excise dnty of Is per lb on tobacco is imposed. The excise duty on Now Zealand distilled spirits is to ho 8s per gallon at proof, _ this, unless altered by Parliament, to remain in force till 31st December, 1886; it excise dnties increased before that date, no claim for compensation to he entertained. Bonded warehouses for tho manufacture of perfumery, &0., may bo appointed under conditions ns to security; -Iso power is taken to allow drawback on articles sp- ciflcd by order in Council, but no drawback to he allowed on spirits, cordials, liqueurs, bitters, tobacco, cigars, cigarettes, snnff, opium, wine, ground coffee, chicory, spices, perfumery or jewellery, or any goods of loss value than the amount of the drawback claimed. Drawback of full dnty on particular goods may be allowed on certain conditions. Tho penalty for fraudulentlyolaiming a drawback is £2OO- - treble the value of the goods.which will also bo forfeited. The Act is to come into force on let October nest.
