THE LICENSING BILL
[PBBS3 ASSOCIATION TBIKOEAM.J WELLINGTON, September 15. The following is the report of the Free Conference upon the Licensing Bill : —The managers of the Free Conference have the honor to report that—Clause 6 : The managers, on behalf of the Legislative Council, have withdrawn their objection to clause 6, subject to the erasure of the following words in the third sub-section:—“as herein defined on roal districts within such counties,” and subject to the addition of the following proviso : —“ provided that no licensing district shall contain leas than 100 ratepayers.” Clause 20 and old clause 31—It is agreed to restore subsection 3 of clause 20, and as a consequential amendment to restore the words “ N.Z. wine licence ” wherever they occur throughout the Bill, and also to restore the whole of old clause 31, with the addition at the end thereof of the following words, “ provided that such licenses be granted in boroughs only.” Clauses 44, 43 and 46—It is agreed in clause 44 to strike out the words “of the district,” and the words “ within the district. In clause 4-6 it is agreed to strike out the words “in the district,” and to add at the end of the clause the words “in the licensing district in which the poll is to be taken.” As a conecqucctie.l amendment it is neces aary in the 43th clause to strike out, the words “ which comprises a county or riding of a county, a borough or ward of a borough, or a road district, wherein a ratepayers’ rcll, as herein defined, is in force,” and also the further words “ the poll shall be taken separately in the smallest of the divisions in which a separate ratepayers’ roll is in fcrcc.” Clauses 140 and 141 —The managers of the House of Representatives agree to the alteration in clause 140, and to the addition of the proposed new clause 141, 11 I object to the extending of the time from throe to six months.” Clause 229 -The managers of the House of Representatives agree to the retention of the 229:h clause, subject to the adoption of the following addition after the word “comfort” in subsection a, viz , “and providing its own liquors,” and at the end of subsection c the addition of s new subsection, as follows : “ An annual foe of £5 shall be paid in respect of such charter by the committee of the club to the treosurer of the borough, county, or road district within which the club may bo situate and also at the end of the clause a new subsection, os fellows : “ (/) The committee of every club to which a charter baa been granted shall send to the Colonial Secretary during the month of January in each year a certificate that the said club continues to fulfil all the conditions on which its c'-arter was granted, and the statement from the borough, county, cr road district within which the club is situate, that the fee of £5 has been paid.”
