A meeting took place to-day at Dantzic between Czar Alexander 111. and the Grand Dukes Yladmir and Alexia and the Emperor of Germany and Prince Frederick William. The latter visited the Russian Imperial party on board the Czar’s yacht, in which his Majesty is now cruising in the Baltic. M. de Giers, a Russian Privy Councillor, and Prince Bismarck were also present at the interview, which was marked throughout by great cordiality. In compliance with a request made to him. Prince Bismarck promised to, at early date, introduce a Bill in the German Parliament providing for the restoration of legation to the Vatican and the resumption of diplomatic relations between the Imperial Government and the Holy See. TORONTO, September 10. Aquatics. The International Sculling Regatta commenced here to-day. In the preliminary heat, Edward Trickett, of Sydney, came in last. September 11. Further heats in the International Regatta were rowed to-day, and resulted in Paris, Boullay, and Hamm taking first places in their contests. Trickett and Gaudar came in second. PARIS, September 10. War PanicTelegrams are to hand from Tunis announcing that renewed fighting has taken place between the French troops and the Arab insurgents in the neighborhood of Tripoli. The European inhabitants of the town are panic stricken, and have taken refuge on board the shipping in port, and the foreign consuls resident there have telegraphed to their Governments for assistance. CALCUTTA, September 11. The Afghan TroublesIntelligence is to hand from Afghanistan reporting that Ameer Abdul Rahman has refused to sign fresh overtures on the part of Ayoub Khan for the suspension of hostilities, and has commenced his advance from Khelat on Oandahar.
