Sib, —When I read this morning of the decision of the Council to reorganise tho staff of officials, I could not help saying to myself "there is some hope for this city yet." I was delighted to find we have a Council capable of dealing out even-handed justice, and sensible enough to see that the time has come to reorganise the whole service—not to make niggling, futile, partial and unjust attempts. The departmental committee took upon themselves in a most unwarrantable manner to dismiss three of the subordinate officers, but thanks to the boldness of Cr. Hulbert, [and the fairness of the majority, this wrong has been righted. Had Or. Hulbert never done anything else to deserve praise, I say he has earned the gratitude o£ the community by the fearless and just manner he has acted in insisting upon a thorough—not partial—reorganisation of the civio staff. How Cr. Thomson could shield the staff by attempting to shift blame fro» them on to a poor old man no longer in tho service of the Council, I am at a bss to tell. Will Cr. Thomson tell the burgesßOS who is responsible for nearly all the muddles the Council has got into, and the immense losses consequent thereon ? Certainly not Mr Tribe. Who then? Who caused the Triangle right-of-way to be asphalted at the expense of the ratepayers instead of the owners ? Who was the author of the assessment fiasco of !1878 and of the Carter's lane muddle and of endless other expensive failures, calculated only to bring the City Council into contempt ? I repeat, sir, that Cr. Hulbert, and thoso who voted with him, deserve the best thanka of the burgesses. Of the action of tho Mayer in allowing an amendment to be made after tho mover of the resolution bad replied, I can only say it is a good index of his utter unStneis for the office he holds. The merest tyro knows that when the proposer has replied, tire quostion must be put without further argumant. The time for proposing amendments has passed away when the proposer is called upon to reply. Thanks to Or. Hulbert, wo shall soon have a new set of city officials, and thanks to the el'Juxion of time, we shall soon have a new Mayor. Yours, &c, Faib Play. August 30th, 1881.
