[beutee'b telegeams.] PARIS, August 22. The Lower House Elections. The general elections for the Chamber of Deputies commenced to-day. The contest for this city resulted in the reelection of the Radical member, M. Gambetta, who was returned by a very small majority. WASHINGTON, August 22. The .President's Condition. The bulletin issued this morning reports that President Garfield has taken , a loss favorable turn. He has experienced severe attacks of vomiting, and is now nnable to take food through his mouth.
