[belter's telegrams.] CAPETOWN, August 9. The African Republic. Telegrams are to hand from Pretoria announcing that the formal transfer of the Government of Transvaal to tho Boers took place yesterday, and a proclamation announcing the establishment of a South African Republic has since been issued. CALCUTTA, August 9. Afghan. Intelligence has been received from Afghanistan of further serious defections from the ranks of tho Ameer’s army in Candahar. The bulk of Abdnr Rahman’s infantry have deserted, and have joined Ayonb Khan.
