[reuter’s TELEGRAMS.] WASHINGTON, July 8. The President Recovering. This morning’s bulletin reports that the President continues to make satisfactory progress, and is hourly gaining strength. His medical attendants are sanguine of his complete recovery. GAPE TOWN, July 7. The Royal Commission at PretoriaIntelligence is to hand from Pretoria that the Royal Commission empowered to settle the frontier and other questions in connection with the Transvaal, is making good progress, and every hope is entertained that a successful issue will result from its labors.
