In tho Honse of Commons last night, during the consideration of the Irish Land Bill in committee, the Right Hon. W. E. Forster, Chief Secretary for Ireland, proposed as an amendment to one of the clauses that the Government should be authorised to lend one half of the arrears of Irish rents for the years 1878 and 1879 in cases where tenants are thirty pounds under the amount of their agreements with their landlords. The proposal was debated at some length, but its further discussion was adjourned to to-day's sitting. The Markets. Consols havo declined to 100 J; New Zealand securities are unchanged. Adelaide wheat, ex warehouse, has advanced to 495; New Zealand wheat, ex ship, has risen to 48s, and Adelaide flour, ex warehouse, to 345. Australian tallow is unchanged. CALCUTTA, July 6. Discord at CandaharIntelligence is to hand from Candahar that serious discord has arisen among the officers of the Ameer's troops stationed at Girishk and Candahar. Dissension has been apparent for some time past, but is now daily and is creating considerable disunion in the ranks of the Ameer's army in Candahar.
