LYTTELTON BOROUGH COUNCIL.
The usual fortnightly meeting of this Council was held on Monday night, when there were present—Ors. Smith, Reed, Webb, Weybnrn, Macdonald, Grubb. Cr. Smith, on motion, toot the chair. The receipts since the preceding meeting were reported to hare been £4OB 15s 4d. A letter was read from. Dr. J. T. Rouse, reporting the number of patients attended during May and June. The following applications were made for the post of returning officer—J. B, Willcox, Adam Chalmers, and F. D. Gibson. As the resignation of the present holder of the office had not been sent in, the applications were held over. A number of masters of coasting vessels applied by letter for a reduction of the charge for fresh water. It appeared that some of the applicants bad never paid anything to the town for water, supplying themselves from the public tank. The opinion was expressed that in many cases a small vessel took the full quantity charged for, and subsequently divided with another or two more as the case might bo. The charge made by the Council was 5s for 250 gallons, and the borough had no power to make any concession by supplying any loss quantity. Or. Reed proposed that steps be taken to so secure the tank on the wharf as to prevent vessels supplying themselves from it gratis. The motion was agreed to. Mr W, Mitchell, dairyman, wrote asking whether the Council proposed to fence the Dudley road. It appeared that the Council was making a track for a number (about thirty or forty) residents to come to and from Joycetown. Or. Webb thought the borough had quite enough to do to keep the roads now formed in order without making a track to private property. The Councillor had, however, no objection to this track being made Joycetown, as it was a public necessity, but should go no further. Mr Mitchell’s grievance was with reference to the insecurity of his cattle, and the Council decided to acknowledge the receipt of the communication without further action in the matter. Accounts amounting to £l4O 12s were passed for payment. A comparative statement of the borough’s expenditure for charitable aid for the years 1830 and 1881 read showed a considerable decrease in favor of the year. The borough seal was, on motion, affixed to the new building by-law, which comes into force in a week or so from date. The report handed in by the lighting committee upon the comparative cost of gas in the boroughs named, was read. It showed that at Lyttelton, gas cost the town lid per hour; Christchurch, Id ; Wellington, Jd ; Napier, Id ; Ashburton, 2^d; Port Chalmers, Id. It was resolved to give delinquent ratepayers ten days’ notice to pay up. Or. Weybnrn brought before the notice of the Council the nuisance caused by the throwing of refuse into the road in front of the Gas Works by the Gas Company. The foreman of works said that during the past ten days it had cost tho town £7 or £8 to repair the road, in order to admit of the removal of metal from the College Reserve quarry. There was some doubt whether the road was vested in the borough, and the complaint was relegated to the care of the estates committee. Some discussion took place on the question of gravelling a great many footpaths on the outside of the town, and the works committee's attention was called to the different localities. Or. Reed spoke c£ Voolas road, Cr. Webb of St. David’s street. Tho works committee promised to give their attention as asked. Or Webb asked if a letter from Mr Eairburn, as to the sewage, had been before the OounoiL The inspector of nuisances produced a notice that had been sent to Mr Thornley to remedy the complaint. Or. Reed reported upon a landslip near Mr T. Hay’s and Pilot Reid’s property. Or. Webb reported that the cost of gum seed delivered in Lyttelton would be about 16s per pound. About 501bs would la required for tho Eakaia Reserve, and the same waa agreed to be procured from Hobart, Or. Webb to purchase same at the price quoted.
