Mr Gladstone’* new Irish Land Bill is said fo resemble a phrenologist’s bust, wherein each propensity is controlled by its opposite* and has been tersely described as a Bill to abolish free trade in Irish land. The immigration authorities at the port of New York send back about 600 people imbeciles, ) per year, out of 320,000 arrivals, or say one in 500. This is not a large number, but perhaps the scrutiny is not as close as it ought to be.
