CITY COUNCIL.

An adjourned meeting of the City Council was held last evening at the City Council Chambers at seven o’clock. Present—His Worship the Mayor, Crs. Bishop, Treleaven, Ayers, Hulbert, King, Thomson, Vincent, Cuff, Taylor, and Lambert. His Worship the Mayor stated that the business of the meeting was to continue the discussion of the night soil tenders. Cr. Taylor said the committee had decided to recommend the acceptance of Mr A. Duncan’s tender for a total sum of £1745, provided the securities were found responsible. The report of the scavengering committee stated that nine tenders had been received for doing the scavengering work within the belts, and recommended the acceptance of Mr A. Duncan’s tender, subject to the chairman being satisfied with the means of his sureties. On the motion of Or. Taylor, seconded by Or. Thomson, the report was put and carried. Or. Hulbert moved—" That if the committee did not find the securities responsible they be empowered to accept the next lowest tender,” the reason being that the time was too short before the present contract terminated, to allow of the matter being reconsidered by tbe Council as a body. Or. King seconded the motion, which was carried. In reply to a question it was stated that all properties would be equitably rated, cither with or without pans. The sanitary committee reported having made arrangements with Mr Hanson to utilise the night soil at the Sandhills reserve, and asked for authority to complete the same. It was explained by Or. Taylor that Mr Hanson hod agreed to pay a sum of £SO a-year for three years for the use of the night soil, which he intended to deodoiize'and use as manure. At the same time it was arranged that if a nuisance was created, the agreement would thereby be instantly cancelled, and in this connection he begged to state that many advantages would arise from this arrangement, beside the receipt of- the £SO per annum. Or. Thomson hoped the contract would carefully define the duties pertaining to the contractor, and also those contingent on Mr Hanson. Cr. Taylor replied that the contract would be so worded as to secure the disposal of the sewage if the agreement with Mr Hanson should terminate at any time. The adoption of the report was moved by Or. Taylor, seconded bv Or. Ouff, and carried, with two dissentients, viz,, Ors. Lambert and King, The next business was the deed of concession to the Tramway Company on the Ferry road and Addington lines. The Mayor remarked that the deed appeared correct, except that the loop-linw were not specified. Cr. Bishop explained that the loop-lines were to be made with the sanction of the Council. He would move—“ That the deed be agreed to, it being understood that the clause bearing on the locality of the loop-lines be inserted subsequently.” Or. Ayers seconded the motion. In answer to Or. Ouff, it was explained by Or. Bishop that the draft was word for word that of the original draft, only that alterations were made in names to suit different lines. Or. Thomson remarked that they could not agree to a deed wanting a clause, as it would not be binding if added to afterwards. The town clerk reed the following resolution' passed at a previous meeting of the Council:—“That the official approval of the Council be given to the deed, provided that all loop lines and crossing places are to be subject to the approval of the Council.” Or. Thomson thought that the deed should be brought up completed on Monday next for final ratification, tbe Council agreeing on the understanding that tbe clause bo inserted, the Tramway Company being informed meanwhile that no objection would be made to the complete deed of concession. The motion was then put and carried. It was resolved, on the motion of Cr. Ayers, seconded by Or. King—“ That a special meeting of the Council be called for 6.40 p.m. on Monday, the 6th June, XSSI, to consider he propriety of taking over the following new streets, viz., Allen street, Eaton Place, and Richmond Terrace.” Or. Ayers obtained leave of absence for a fortnight.
