Mr Turnbull addressed a meeting of hi» constituents to-night, about 500 being present. He spoie in favcr of a land tax as a means to compel profitable occupation and the restriction of tuxes on proporty for the benefit of property. He argued that looul bodies were the best judges in this case. He was in favor of payment by results in education, that is to eay, the payment of capitation to avj schcol reaching the required standard, and not to tho full amount in obbo of schools conducted apart from the general system, but a fair proportion, doducting a certain amount en account of the expense incurred to provide a general eyat.em, of which all could take advantage. He considered the resignation of Mr Bryce a great loss to the Ministry. Ha thought that when Mr Bryce brought in his Bill dealing wi'.h Native affairs, and was not supported by his own colleagues he should havo resignod at once, and his not doing so was a lasting disgrace to him. While agreeing that Ohineso were not desirable colonists, he thought they had as much right as other people to emigrate to New Zealand. He believed in levying a poll tax on them, as they wero not ratepayers. His sympathies were in favour of reading the Bible in schools. He considered the game laws a disgrace to the country. He looked upon the present system of electing members of Boards of Education as capable of skilful manipulation. A vote of thanks and confidence in him was passed unanimously.
