PETERSBURG, May 19. j Russian Policy. , General Ignatieff, who was recently , appointed Minister of the Interior, has issued a circular with reference to the intentions of his Imperial Majesty, the Czar, in connection with the present internal condition of Russia. The circular states that every effort will bo made to extirpate the spirit of rebellion among the people, to strengthen the religious faith and the morals of the peasantry, and to lessen their burdens. The aristocracy extol the terms of General Ignatieff’s circular.
