ROAD BOARDS.
BIOOABTON. Tho ordinary meeting of this Board was held on Monday, at the office, Upper Eiooarton. Present—Mr H. J. Hall, chairman, and Messrs Boug, Pattersoa, ond Nunweek. The following correspondence was received: — From Messrs Deacon, Loach, and King, pointing out the danger likely to oriße from the open ditch on the Fendalton road fronting on sections 94 and 939, and roquesting that it be filled up. The ditoh referrod to being under the control of the Drainage Board, it wm resolved to forword the letters to that body, with a recommendation from this Board to fill it up and provido another outlet for the water. From Messrs Munnings and Deacon (in reply), deolining at present to make arrangements for giving land to widen the Fendalton road at the corner of rural section 94. From Mr Oartwright, asking the Board to remit his rent for reaorve No. 2529, in oonaequence of the bad crop, and in consideration of the amount of work done in clearing tho land. It was resolved not to enf oroe the rent, if Mr Oartwright would plough up the land ■even inches deop. From the Selwyn County Council, asking to bo allowed to deposit a copy of tho electors' roll for the Avon Biding at the office of the Board for inspection until the 15th May. Granted. From the Under Secretary for Railways, in reply, stating the widening of the railway gatea on the Feudaltown rood will be referred to Mr Maxwell upon his return from the North. From Mr Charles Clark, as agent for Mr Jeffreys, stating that a contract had been entered into for tho formation of all the streets in the township of Bryndwr, and that a deed for their dedication to the Queen was now being prepared ; also, requesting, that where_ land had been given by him to widen existing formed roads, the Board would carry out the necessary work of forming full width, and further that the Board would oonstruot the two bridges required. It was resolved—- " That where land had been given ond dedicated by Mr Jeffreys to widen existing roods, the Board will form them full width, ond that on receipt of the sum of £SO in aid of the bridges, the Board will construct them." From the Board of Conservators, South Waimakariri, stating that the rates to be made by the Board for the year 1881 would be one penny on the general district, and one penny in the pound additional on the special district. From the chairman of the Tramway Company (in reply), requesting that in the event of the Lincoln road being placed ultimately under the jurisdiction of the Biocarton Boad Board, it will execute a formal deed of concession to the company. Mr Brown (the chairman of the company) also waited on the Board and explained that the only object of the company is to noouro permission, should it be required at a future time. The Board having considered the matter, it was resolved —" That in the event of that portion of the Lincoln road between Ohristohurob and the Addington railway station being placed under the jurisdiction of the Bicoarton Boad Board, suoh Board will exeoute tho neoessary deed of concession to the Tramway Company. The Board would suggest that for the safety and protection of persons riding or driving, the tram lino be carried along the north side of the road, there not being sufficient room between the present ditoh and the crown of the road for vehioles to pass." From the Selwyn County Oounoil, stating that the County solicitor had been instructed to prepare the neoessary transfer of the land purohased on B.S. 118 for a gravel reserve ; also, that the Oounoil is unable to comply with the fur',hor recommendation of the Board to purchase part of B.S. 647 as a depot for stacking gravel. A circular was reoeived from the chairman of the Bangitikei County Council, enclosing resolutions passed by that body and the Bangitikei Highway Board in reference to various matters in oonneotion with local Government. The Board having considered the various resolutions wero of opinion that they were not all applicable to this provinoe, and tho chairman wag requested to prepare a draft reply for the consideration of the Board at its next meeting. From the olerk to the Selwyn County Council, enolosing extract from the Addington Pound book re sale of a bay mare, oinco claimed by Mr Sawle. The olerk was direoted to make the neoessary enquiries aa to proof of ownership, &c, and report to chairman. The surveyor's report was read, and the following resolutions were carried, viz.:—" That the Fendalton road at B.S. 102 (about three ohains) be formed full width;" " That drain pipes be put in at the junction of the Coaltraok and Church street;" " That the sides of the Bush Inn road, on the frontage of B.S. 22, be raised ;" "That In future the Board meet at nine o'clock on the second Monday in each month, instead of at one as nithcrto." The Board took into consideration the desirability of planting the reserve at B.S. 2539, and Messrs Nunweek and Patterson were appointed a planting committee, with power to aot. The olerk produced the rate book, prepared in accordance with clause 39 of the Bating Act, which was signed by the members, and the rate therein ordered to be made and levied. Tenders were accepted for gravelling Hand's road and Jeffries' road. Accounts were passed for payment, and the Board adjourned until Monday, June 13th, at nine o'clock. ASHLEY. The usual monthly meeting of this Board was held at the Boad Board Office, Ashley, on Thursday, May sth. Present—Messrs Cunningham (chairman), Hodgson, Croft and Diok. The following correspondence was read:—From Bangitikei County Council, enolosing several resolutions in connection with local government. From Mr E. Fenther, asking the Board to have part of Terrace road shingled. Clerk' instructed to get it done. From Messrs A. Donnell and Marshall, re order on No. 3 contract, Glentui. Clerk instructed to reply thai the Board deoline to acknowledge any order. From Mr Marshman, informing the Board that the Ashley road district is an agricultural district within tho meaning of the Canterbury Trespass of Cottle Ordinance, 1872. From Messrs Vaughan and Cordner, in reference to contract 6th section, Kuku Pas*, asking the Board to take in consideration the heavy loss they hove i had in having to complete the above contract. After due consideration the Board decided that they oould not do anything for them in the matter. From Mr B. Trocey, asking for part of Ford's road to be shingled. Ordered to be done. From Mr Nioholls, re report on road to Bald hills. Consideration deferred to next meeting of Board. Tenders for the different works advertised were opened, and one in eaoh case accepted. A letter was read from Mr John O'Halloran asking the Board to have road on west bank of Glentui creek improved, and that the formation of the rood to Glentui sawmill be continued for a distance of 21 chains beyond the termination of present contract. That the cutting on east side of Glentui be improved ; also the road from the foot of the Bald hills to Scrub yards be formed. Mr O'Halloran also waited on the Board in reference to the same. Consideration of above was left over tonext meetingof Board. The following works were ordered to be done :—lmproving road from Harwell's gnlly west; shingle on Dixon's, Cone's and Fowoett's roads where required; and shingle on port of Can's road. It was resolved that all outstanding rates must be paid on or before Jane 2nd next, or legal proceedings will be taken for the recovery of the same, and that parties having unregistered dogs in their possession after June 2nd next to be summoned without further notice. Olerk instructed to report on rood from Glentui road on to Birch Hill. With reference to road asked for by Mr Williams between sections 30164, 31464, 32238 ond 8871, the olerk was instructed to write to the Kowoi Boad Board to ascertain if they would be willing to join the Ashley Boad Board in purchasing a road through section 8871, as the road at present laid off on south-east end would be very difficult to form, and although formed would be almost im- . practicable for dray traffic. Consideration of Sropoiod lin» of rood from No. 2 road on to tkuku defened to next meeting of Board. Olerk was instructed to oommunicate with Messrs Dobson and Son, with the view of getting a put of Kuku Pass rood laid off at an early state. Mr'Upritohard 'waited on the Board, and asked for an extension of time to complete oontraots. Informed that tho Board are not disposed to grant an extension of time, and that the una would be inflioted, but if the work is compltSed within four weeks from data the fine would be remitted. Extension of time was granted to William Richards, B. Nohelty, Denis Fitasgerald and Thos. Croft to oompleta contracts. Accounts to the amount of '£3BB 14s (6d were passed for payment and the Beard adjourned. UPPEB ASHBUBTOW. The ordinary monthly meeting was held on Monday, the 25tlt alt. Present—Messrs McLean (chairman), Stitt, Sargeant, and Poole. The overseer's monthly report was
then read. Gonespondence from Mr A. MoOoll tendering his resignation as a member of the Board owing to the formation of a new road district between the Bangitato and the Biver Hinds. From J. O. Bell, in reference to the valuation list fcr the district made by him. From the Colonial Secrotnrv, re tho separation of the Bangitato portion of this district, requesting the Board to suggest polling plaoss and to namo a returning officer for holding the first election for the Upper Ashburton district, The clerk was directed to reply, stating that Mr B. D. Pullar would act as a returning officer, and that the polling place would be the Boad Board office. From the TJnder-Seoretary of Publio Works, enclosing returns to be filled up. The olerk was directed to do bo at his earliest possible convenience. Prom J. W. Twentyman, asking that oertain works be done in picking off the stones, &o , from the S.E. corner of section No. 32632, thence towards Bangitata traffic bridge. The olerk was directed to reply, that as a separation had taken place in the Board, it would come within the provinoe of the new Board. From J. Wilkinson, asking to be informed if his name was on the rate roll. The olerk to reply. From the olerk of the Assessment Court stating that the sitting of the Assessment Court was fixed to take place on Monday, the 18th insfc., at noon. From Wm. Meharry stating that ho had made a mistake in the number of the section he had tendered for (the house and reserve lately in the occupation of Charles Bhoppard.) Mr Hugh Brennan interviewed the Board relative to the above reserve, and offered £l2 10s per year, which the Board accepted, one-half year's rent to be paid in advance. Messrs Fooks and Son wrote re surveys intrusted to them. Mr H. Friedlander wrote applying for a grant in aid towards the expense of the late Industrial Exhibition. The matter was left for consideration till after tho election of the new Board. Accounts were then passed, and the Board adjourned.
