ROAD BOARDS.
LINCOLN. An ordinary meeting of this Beard was held at the office, Prebbleton, on the sth inst., all the members present, Mr Peryman presiding. The following correspondence was read and considered—From the Secretory of Public Works, asking for the usual return of the Board's receipts and expenditure. The Chairman said that it had been forwarded. From the Bank of New Zealand, in referenoe to fixed deposit. From Board of Conservators, stating that a general rate of Id in the £ had been levied by that Board for the current year, and an additional rate of Id for the speoial district. Circulars were read from tho Manawatu and Rangitikei County Councils re endowment of local bodies, &c, and resolutions were passed expressing the Board's concurrence with the views generally stated therein and the manner in which it was sought to endeavor to carry them into effeot. In reference to the expenditure on boundary roads aooount, 1880, it was resolved—" That this Board accept the offer made by the Springe Road Board on the 7th ult., by the deputation that waited upon this Board, to pay off the amount (in dispute) expended on the Ellesmere Junotion road during 1880, in three equal annual instalments of £37 14s Id eaoh. At the same time, this Board feels aggrieved _ at tho action of the Springs Board in forcing the work in question to be done against their wish." An amendment, to the effect that the Board do not pay the money at all, was lost. Resolved—" 1. That the boundary roads between this and the Springs district be equally divided, each Board taking the management of the portion allotted to it. Question to be decided by lot, and that the olerk confer with the clerk of the Springs Board with a view to this end, and to report next meeting." 2. "That the chairman be requested to apply to the Selwyn County Council for a supplementary grant of £SO for drainage purposes." 3. " That tenders be called for deepening 23 chains of Blacklor's drain and 70 chains of Davies' drain, tenders to be returnable on the 11th instant at 6 p.m." 4. "That gorse notices be served on persons who permit gorse to grow on the publio roads." 5. " That the day of meeting be altered from the first Thursday in the month to the first Monday in eaoh month, the next meeting to be held on the 6th June, at 1.30 p.m." 6. " That R. B. Marshall be re-appointed ranger; but that the Board give him no authority to take out summonses for trespass on the roads or to oharge driving fees." 7. " That the clerk be allowed to accept an appointment at the Agricultural School, giving up two days each week for that purpose, on the understanding that his salary be reduced by £30." Mr Ellmers and five other ratepayers interviewed the Board in reference to Sharp's oreek. After a long conversation on the matter, the Board informed him that a 12-inch pipe drain would be placed under Voss'b road, on the understanding that Mr Ellmers gave a written consent to the Board for the water to flow without interruption along a certain ditch mentioned on his land. Thoy then withdrew. Authority was lgiven to place a concrete and wood oulvert in Davie's drain under Dunford's road. The clerk was instructed to inform Mr S. Bur-

Tenders were r I opened for keeping in repair for twelve a months the main roads of the district, but r were declined as being excessive. Other > routine business was transacted, and correaf pondence of minor importance considered, j the pay-sheet passed, and the Board adt journed. SPRINGS. ; A meeting of the Springs Road Board wi a held at Springston on Tuesday, 26th April. Present —Mr Gammack (ohairman) and Messrs Horriok, Hurst, Marshall, and Tod. The Ohairman reported that, accompanied by Messrs Herrick and Tod and the late chuirman of the Board, ho had waited on the Lincoln Board by appointment on the 7th inet. respecting " tho boundary roads, 1880, account," and that, after a lengthened dieouseion, had submitted to the Lincoln Beard a proposition which it was considered would facilitate the settlement of the account, which proposition the Lincoln Board were to consider at their meeting on tho sth May. Tho Board approved the action taken by the chairman and deputation. In connection with the above matter it was proposed by Mr Herriok, and seconded by Mr Hurst, and carried — " That the thanks of the Board be conveyed to the Rev. A. P. O'Oalloghan for his ready compliance with the request of this Board to attend the deputation at their interview nith the Lincoln Board on the 7th inat., more especially as it is known to several members of the Board that such attendance was given at considerable personal inoonvenience." Tho Chairman reported that, in conformity with a minute passed last Board day, he had received and opened tenders for widening and deepening drain on Goodrick'e road, end had accepted the tender of James Redden at 6 s IOJd per chain. The Board approved the chairman's action. The surveyor reported that the contractor, whose tender for metalling Swamp road was accepted last Board day, had not attended to sign his contract, and the Board gave instructions for re-letting the work. The surveyor olso reported that in consequence of the serious nature of some sand holes in Maddison's road, he had anticipated instructions from the j Board, and had called for tenders returnable that day for cutting a ditoh and delivering olay. The Board approved of the surveyor's action, and opened the tenders, accepting that of It. MeMeekan at 5a 5d per chain. The following correspondence was read :—From Mr John McDonald, asking that the surveyor should be directed to make a special inspection of Andrews' ard Carter's drains, accompanied by himself and other residents in the neighbourhood. From Mr C. '■ Oownham, respecting the drainage of his land. It was resolved that Messrs Horriok, * Hurst and Marshall, attended by the sur- J veyor, should inspect the drains complained of by Messrs McDonald and Downham. From the Bev. A. P. O'Ca'.laghan, asking the Board to make application 'or crossings on the Akaroa branch railway. The surveyor ' stated that he had taken the necessary steps ' in the matter. Mr O'Callaghan further applied for repairs on Lake roid, and for the formation and metalling of a road to the railway station on Lake flat. The surveyor was direoted to have Like road repaired, and to inspect and report on the now road on Lake flat. From the Manawatu County Council, a circular asking the Board's coopera- \ tion in bringing influence to bear on members , of Parliament to oompel Government to assist . local bodies in openirg up oountry, by subsidy, ( land fund or endowment. The clerk was , directed to acknowledge the receipt of the , circular with thanks. From Mr Levi Lowe, \ complaining of gorse on the road near his , house. The olerk stated that he had posted ; notices to the occupiers of the land on either , side of the road to clear the gorse. In view , of the frequent complaints of the neglect of , occupiers of land to clear the gorse off the ] public roads which bound their occupations, , the clerk was directed to serve notices on all . persons so negleoting, and to intimate that it , is the Board's intention to proceed under the , 98th clause of the Public Works Aot, 1876, < against all persons persisting in such neglect. ] The surveyor's report was read and considered, ( and instructions were given to baok up the ( pitch of the crown on Greenpark road ; to ] put in a 12in pipe culvert on Elhsmore Juno- , tion road ; to seeJMr H. Fannett respecting a , oulvert on Day's road ; to arrange for the die- j posal of stuff out of tho drain on Goodrick's , road (MoCaw's contract); and to call for , tenders, returnable next Board day, for filling up sand holes on roads near Gallagher's. Accounts were passed for payment to tho amount of £215 2s 4d, and the Board adjourned till Tuesday, 31st May. 1
KOWAI. The regular monthly meeting ef the Kowai Road Board was held at the office, Balcairn, on Friday, May 6th. Present Messrs Ensor (chairman), Coleman, Bruere, Mather and Bristowe. A number of tenders were received for various works. The surveyor's report was read and adopted. Road encroaohment on Mr Ensor's section 32353—1 t was resolved to purchase about half an acre. Ashworth's road—The Board considered it too late in the season to undertake the shingling of this road. A member laid complaints against one of the Board's employes. To be written to to explain. The following correspondence was read :—From Mr O'Neil, complaining that the water stands about the Ashley school. Surveyor to examine. A petition from Henry Staoe and thirty others, asking for a road from Leithfield northwards to run under the high terrace near the sea beaoh. Surveyor to report. A petition from Mr Dick and twenty-four others, calling attention to cattle straying on the roads. Besolved to re-appoint Mr Powell. Reserve near Mr Heiishaw's, No. 249 to reserve 119. Petitioners complain of the want of a road. The surveyor to inspect, Mr Bruere offering any assistance to the surveyor. From tho chairman of the Cemetery Board, asking for the construction of about 10 chains of fencing. Surveyor to see the matter complied with. From the Waipara Road Beard, stating that the right to take a road through Messrs Partridge and Innes' property is lapsed. The surveyor to write in reply that this Board consider a road through these sections would be of great advantage to the district;, and hopes tho Waipara Board will take steps towards purchasing a right of road through the above-named gentlemen's properties. From Messrs Montgomery and Co.. requesting certain items, £3 16s Bd, bo paid, 'i'he surveyor was instructed to reply that the said items were in no way for the Board, but were for the private use of a contractor. From Mr J. Webster and ten others, to construot a road connection between Brodie's and Orozier's roads. The surveyor to peg out the line, and Mr Brodie's attention be oalled to the proposed route. From Messrs McOonnel and Douglas re conveyance of Ashworth's land. Surveyor was instructed to prepare plan; Mr Ashworth also to he informed that the purchase money will be paid on completion of transfer. From Mr D. Cameron, asking for road repairs rear his store, Amberley. Surveyor to carry out this and other requirements in the township. From Mr Dick, complaining of dangerous state of the three bridges near his house. Surveyor instructed to repair them. From Ashley Road Board, stating that the claim of the Kowai Road Board had been paid into Court. Mr D. Brown requested permission to erect a dam on the Dock Creek. Surveyor instructed to inform Mr Brown that tho Board not knowing the effect that would follow such erection could not grant as a right what might be a public injury. The Board considered it was a work to be undertaken on his own responsibility. The following requirements were ordered to be looked into. Culvert and other repairs on Wyllie's road; holes in read near Mr Ensor's to be filled in ; culvert near Mr Orozier's to be cleared; water way near Foxe's Creek to be repaired. MoFarlane's drain to be cleared out; Holland's road to be pegged, and specification drawn out and advertised. A resolution was passed that during the winter months commencing at the next regular meeting, the Board _ shall meet at ten o'clock on the first Friday in the month, and that the resolution now standing that they meet at eleven o'clock be rescinded. The receipts for the month were —Dog tax, £33 14* 3d ; incidentals, £l3 15s 4d ; rates, £79 2s 9d ; total, £126 12-. 2d.
