[eeutee’s teleqeams.l MELBOURNE, May 7. The Cerberus Torpedo Explosion. The report of the Board, appointed to investigate the circumstances attending the Cerberus torpedo calamity, has been issued. It concludes that the explosion was due to the presence of an electric current between a battery and the torpedo. The arrangements which had been made for carrying out the experiments, are judged to have been faulty. Regret is expressed that Commander Mandoville was absent from the vessel when preparations were being made,
