[Per s.s. Rotomahana, at the Bluff.] - LONDON, April 18. Mr Goschan, Ambassador Extraordinary at Constantinople, has addressed an appeal to the British public on behalf of the sufferers by the recent terrible earthquake in the island of Chio. Inquiry has shown that the destrnction caused was enormous, and that hundreds of survivors are left absolutely destitute. Some alarm has been caused in Natal by a reported rising among the Zulns. There was, it appears, tome agitation amongst the tribes in one district, but the disturbances, which were not of a serious character, were promptly suppressed without difficulty. Amongst the farmers in England a strong feeling is prevalent of the hopelessness of competing in the growth of cereals against the importations from the United States. In Norfolk an agitation has been set on foot for the purpose of urging Parliament to impose a small_ duty on imported wheat in order to equalise prices, and enable the English farmers to produce at a profit. The movement met with much support from the farming community. In Spam the floods have been very severe, and, owing to the continuation of wet weather, they have not subsided. In the neighborhood of Seville the Guadalquiver inundations have proved very destructive, and the floods appear to be increasing. The expedition despatched by the Indian Go* vernment against the Wargeris has been successful. The object of the expedition was to punish the tribe for a raid upon Tonk, a town of some importance near Jepore. The force, which included about 5000 troops, under the command o' Brigadier. General Kennedy, inflicted severe chastisement on the marauders, wh» are now offering their submission. The garter left vacant by the death of Earl Benconsfield has been conferred upon Earl Derby. The. Irish papers in the United States, commenting upon the Irish Land Bill submitted by Mr Gladstone's Government, eulogise the measure as a statesmanlike effort to grapple with the difficulties of the land question of Ireland. They consider that the Bill, with some amendments in point of detail, should meet with the steady support of the Irish people. A proposal has been submitted for the consideration of the Cabinet, emanating from Germany and Russia, for the extradition of political criminals. In the communication, stress is laid upon the recent Nihilist and Socialist outrages, whioh, it is maintained, are of a heinous nature, and that their political character should not be allowed to protect criminals from vengeance if they should succeed in escaping to other countries. It is suggested that a conference of all the Powers should be held to deal with the matter, in order to arrive at some satisfactory understanding upon the question._ A strongly-marked revolutionary feeling is displayed in Russia, especially in several of the large cities. In Moscow numerous inflammatory placards are posted about the street inciting the people to rise. The labor market of the United States is very disturbed. Amongßt the colliers of Pennsylvania and factory operatives in other Eastern States there are extensive strikes, which are | prejudicially affecting trade. A strike is threatened among the colliers at Durham, owing to the proposed reduction of wages. April 25. Mr Bradlangh will apply to take the oath of allegiance and his seat in the House of Commons to-morrow. It is understood that upon this occasion he will raise no conscientious objection to the oath, but there is a strong feeling evinced amongst members that having declared that he did not regard the oath as binding he should not be permitted to evade the consequences of his statement. The Free Trade Society, established in Pans for the purpose of disseminating throughout France the principles of free trade, has collapsed. The Bociety met with no public support, and has been dissolved, owing to want of funds necessary to carry on work. Publio curiosity has been excited by a statement, made avowedly on good authority, that a Glasgow girl had abstained entirely from food for a period of over 115 days. It is averred that she has fasted absolutely since December last, but the announcement is regarded with considerable incredulity. Medical men are investigating the cane.
