ROAD BOARDS.
LINCOLN. This Board mot on the 7th inst. Present — Messrs Peryman (chairman), Maskrey, J. W. Overton, and Wm. Thompson. Resolved — “ That Messrs Peryman, Overton and Makrey, sign rate book on correct.” “ That a general rate of fid in the £ be struck and levied upon all property in the district for the year ending 3lit March, 1882, payable in one Bum on or before the Bth June, 1881.” “That the consideration of circular from the Manawatu County Council be deferred until next mooting.” The Surveyor was instructed to extend the deepening of Blaokler’s drain about twelve chains. Resolved—“ That tenders be invited for shingling about forty-five chains of Dunford’s road, and for deepening Davies’ Drain, tenders to be sent in on or before the 21st, acceptance of tenders to be left with Messrs Overton and Maskrey. It was decided to call for tenders for keeping in order the various roads roads of the district. Tenders wore opened for screened metal, and for clearing River Halswell, and one in each case accepted, A deputation, consisting of Messrs G.immaok, Herrick, and Tod, members of the Springs Road Board, and the Rev. A. P. O’Callaghan (its late chairman), interviewed the Board with reference to the " Expenditure on boundary roads account, 1880.” The deputation having explained their view* of the matter in dispute, a long discussion of a conversational character ensued. Finally, the deputation made an offer by way of settlement for the consideration of the Lincoln Road Board, and withdraw. Resolved—“ That the consideration of the question of the expenditure on Ellesmere Junction road be deferred until May sth, in order that a full meeting of the Board may bo present,” The chairman having explained the reason of the absence from the sitting of the Board of Mr Patrick Henley, it was resolved —“That the olork be instructed to write to Mr Henley, expressing the Board’s ■sympathy with him on the occasion of his late severe accident, and hoping that ’ere long he might bo sufficiently recovered to attend to take his place as a member of the Board.” Other matters and correspondence of a routine character having been disposed of, and the paysheet passed for payment, the Board adjourned. ELLESMERE. The usual monthly meeting of the Ellesmere Road Board was held in the district office, Leeston, on April 4th. There were present Mr J. Bonnie (chairman), Messrs R. Lockhead, W. B. Maddison, and B. A. Frankish. Correspondence was read from the Selwyn County Council, including a cheque for drainage works at Taumutu lagoon. Letter from Mr Robert Richards, stating that he had posted a tender (enclosing £6) two days before the last meeting of the Board, and a lower tender having been accepted, he had spoken on the subject to the overseer, who had assured him that his tender had not come to hand. He wished to be informed whether ■his tender hod been received, and if so, why it had not been considered and accepted. The chairman stated that ho had not received the letter until ho reached homo on the day of (he meeting, the same having been sent from Leeston to Doyleston. The overseer was instructed to write to applicant to that effect. Letter from Mr W. Qabbie, stating that the formation of the road leading to his section was not wanted, and suggesting to the Board that it should be taken to the corner of Brady’s section, and then join the main road. Letter from Mr J, Lambie, stating that the -drain from the Lake road to the Lake was filled up, and asking the Board to have it cleaned. Granted. Petition from inhabitants of Dunaonde), asking that the portion of the Selwyn and Rakaia road might be formed. Not granted. The overseer was instructed to see to the Doyleston road. Mr Frankish moved—“ That' all concrete works above the sum of £5 be let by contract.” Mr Maddison moved an amendment. Mr Ronnie expressed himself in favor of contract works. The amendment was put and carried. A petition from certain inhabitants of Southbridge, asking for a footpath and cutting along the north side of Taumutu road, from its junction with High street. After a conversational discussion it was decided to proceed with the same, if the residents of Southbridge interested in the same will contribute one-third of the cost. Mr T. S. Mollraith and Mr W. Matthews interviewed the Board with reference to Ludeman’s drain, asking to have it widened. The Board having already provided sufficient drainage at the lower end and outlet of the drain, and Mr Mcllraith having agreed to clear the part between the two roads, the Board will expect him to carry on the works. Mr Mathews applied to have a portion of Matthews’ road, from the school to fifty chains shingled. It was agreed to metal the worst part of the rood. Mr Allen and Mr Warner applied personally for about 40 chains of formation to be done on Allen’s road from Diokson’s land to the Irwoll and Rakaia rood. Granted. Mr Lovell, tenant of reserve No. 8, Brookside, applied for assistance to rebuild his dairy, burned down some months since with one of the cottoges. It was agreed to grant £ls for this purpose out of the money from the insurance. It was decided to hold over the discussion of the Boggy Creek drain until the next meeting of the Board. Mr Lookhead was deputed to assist Mr Lunn to make arrangements with proprietors of land on the lino of Boggy Creek for the water right to widen and improve the same. The pay sheet, amounting to £213 11s fid, was examined and passed. The Board then adjourned nntil Ist May. MOUNT SOMBB3, The usual monthly meeting of this Board was held at the Road Board office, Mount Somers, on Monday, April 4th. Present— Messrs A. E. Peache (chairman), W. 0. Walker, J. E. Taylor, and John Hood. Mr Taylor moved, Mr Hood seconded, and it was carried—“ That the resolution passed at the February meeting re Mr A. Ede’s proposed water-race be rescinded, and the following resolution adopted in lieu thereof, * That Mr Ede’s request be granted, provided he makes satisfactory provision for crossing the Tramway Reserve road.’ ” The surveyor’s report was read and considered. It was resolved to call for tenders for the formation and metalling of about thirty chains of the Alford Station road near the gorse fence, and also for the formation of sixty chains of Muirhead's road. The following correspondence was read—From Mr O’Reilly re O. F. Sheppard’s accounts with the Board. The clerk was directed to reply. From the Ashburton County Council, informing the Board that if they will furnish a copy of the valuation list for 1881, the Council will be prepared to pay half cost of the completion of the roll. The clerk was requested to furnish a copy as soon as possible. From the same re the proposed Bangitata Road Board district, informi ig the Board that the committee appointed to consider as to the advisability of forming the new district had decided is favor of the petitioners for the separation. A letter from Mr D. Cameron was received, apologising for his absence from the meeting, owing to the burning of a largo quantity of his grain. From Mr E, Q. Wright, requesting the Board to form about 50 chains of the road from the Ansms Downs road to his homestead. To be reported upon. From Mr B. Morgan with reference to the South Ashburton Bridge. The clerk was directed to refer the letter to the County Council, and call their attention to the unfinished state of the bridge. From Mr William MoClymont with reference to his rate. The clerk was directed to investigate old accounts, and to bring the matter before the Board at their next meeting. A circular was received from the Manawatu County Council with reference to various matters, consideration of which was deferred until next meeting. The clerk was instructed to write to Mr John Dovery, informing him that unless the stones on the Township road are broken before the 19th inst. the work will bo done by the Board at his expense. The pay shoot, amounting to £79 19s Bd, having been passed for payment, the Board adjourned. WAKANUI. At a meeting of the above Board, hold on April 7th, it was resolved to strike a rate of Is in the £ for the year ending Mareh 31st, 1882, the rale to bo payable on the 28th of April of the year. A sum of £SO was voted in aid of the' lute Ashburton Industrial Exhibition. It whs resolved, “That the Beach road and Wukanui road, from Town Belt to Trevor’s road, bo a carriage way for 4flft in the centre of the roadway, and that 10ft on each side of the road bo a footpath, in accordance with the Public Works Aot.”
RIOCARTON. The ordinary meeting of this Board was held on Monday, at the office of the Board, Upper Riocarton, Present—All the members and Mr H. J. Hall, chairman. The following correspondence was read : —Prom the Secretary to the Drainage Board, forwarding six copies of theJDrainage Act, 1875, Amendment Act, 1881. Prom Mr Ouddon (in reply) consenting to the filling up of the ditch opposite to his land on the Pendaltou road, for the purpose of forming a footpath. The Board having considered Mr Ouddon’s reply, together w ith correspondence previously received from other ratepayers on the subject, it was resolved that the mate arrangements for filling up the existing ditch, with a view to the formation of a permanent footpath on the frontage of R.S., No. 18. From Messrs Petrel,Morland,Griffiths, and others.rcquesting that Hand’s road be gravelled before winter. It was resolved to comply with the request, From Messrs Wynn Williams and Deacon, requesting information as to the formation of the roads through Mr Jeffrey’s land. It was resolved to reply—“ That on the roads referred to being dedicated to the public and formed to the Board’s satisfaction free of cost, they will be accepted, and that where land has been given and conveyed for the purpose of widening existing roads, the Board will form them full width. From Mr IL B. Johnston, in reply, referring to his previous correspondence re purchase of land for a gravel reserve. Prom the Selwyn County Council, stating that after the Ist of June next the Council will not be responsible for cost of maintenance, &c., of any of the Park roads ; but that the Council have no wish to repudiate their offer to bear a fair share of such cost. It was resolved to reply—“ That the Riccarton Road Board declines to take any responsibility in connection with the Park roads, such Toads not being within their jurisdiction:; also, that the Board has no rates available for the maintenance of the said roads.” From the Under-Secretary for Public Works, requesting to be furnished with the statement required by section 13 of the Public Works Act, 1876. Referred to the clerk. From the Heathoote Road Board, requesting the co-operation of the Board in urging upon the General Government the necessity for increasing the number of members of suburban Boards from five to seven or nine. It was resolved to reply—“ That the Board is of opinion that representation should be more on the basis of valuation and population than on fixed numbers of representatives, the requirements of large and small districts not being identical.” From the Avon Road Board, in reply, stating it is advised that the Harewood road is not a boundary road as defined by the Act; also that the Board wish the gravelling of the boundary road near Mr Wilkin’s deferred for this season. From the chairman of the Tramway Company asking if the Board will grant concessions similar to that granted by the Avon Road Board to construct a tramway along the Lincoln road to the Addington railway station. It was resolved to reply—“ That as the Lincoln road is not under the jurisdiction of the Riocarton Road Board it cannot offer any objection to the tramway.” A circular was received from the Manawatu County Council re allotment of land fund, subsidies, &o. The Board having considered the several matters referred to in the circular, it was resolved to reply—“ That the Biccarton Road Board regrets that it cannot see its way to support the Manawatu County Council in the resolutions passed at its meeting of the 21st February.” The Board took into consideration the rate to be levied for the current year, when it was unanimously resolved to strike a general rate of fid in the £, and the clerk was directed to prepare the rate book in accordance with the Bating Act. Complaints having been made of the number of cattle straying in the township of Peerswiok, Upper Riocarton, the surveyor was directed to take the necessary steps for abating the nuisance. The surveyor’s report was read, and the following resolutions were carried—- ” That in consequence of the increase in the traffic along the Fendalton road the Government be respectfully requested to make the railway crossing at Dalton’s bridge the full width of the road.” “ That the clerk communicate with Messrs Munnings, Deacon and Oolehan, with a view to increasing the width of the Fendalton road opposite their property.” “That the Selwyn County Council be requested to purchase with the funds at the Board’s credit for special works subsection 19, on B S. 697, as a gravel depot.” It was resolved to gravel the newly formed side of Jeffries’ road, and the surveyor was directed to invite tenders for the work, returnable at nest meeting. After passing accounts, the Board adjourned until Monday the 9th May. SOUTH RAKAIA. The above Board held it usual monthly meeting on Thursday. Present—Messrs 0. N. Maokio (chairman), W. L. Allan, D. Q. Holmes and John Lambie. The Chairman apologised for the absence of Mr E. S. Coster. The clerk’s report was read and received. A letter was read from J. Oldborough asking to be paid for his contract. It was resolved that the work not being satisfactory, payment could only be made for so much of it as was done according to specification, the remainder to be paid for when completed. James Girdiner wrote asking for an extension of time for the completion of his contract. It was resolved to allow him one month. Mr F. B. Passmore wrote with reference to the late election. It was resolved that Mr Passmore’s letter bo received. The tender of Joseph Halo and Co. for fencing the new rood at Ohertsey at 3s per chain be accepted. It was resolved —“ That the clerk ascertain the feeling of the people in the south-east portion of the district with reference to a line of road from the corner of Kyle school to Dobbin’s Ford, and report to the Board.” It was resolved—“ That leaders be invited for repairs to South road from the parsonage gate to the corner of Bushey Park road, and two and a half miles towards the beach ; four and a half miles from Chertsey towards the heach, and from Acton station to Dobbin’s Ford, tenders to be in by the I4th instant.” Accounts amounting to £142 fis 5d were passed for payment, and the Board adjourned.
