ROAD BOARDS.
AVON. This Board mot on March 14th. Present — The chairman and all the members. The reports of the surveyor and foreman of works were read and considered. One of the members deputed to wait on the Selwyn County Com cil reported that they had done io and requested an explanation from the chairman with regard to several remarks he had made. A deputation from the Board of Health waited upon tho Board re drainage of Papanui, when it was resolved to inform the Board of Health that the Avon Board is in treaty with the inhabitants of Papanui for the proper formation of the roads, and that the hoard is of opinion that only pipe drainage for the district, as recommended by the engineer of tho,Drainogoißoard will meet the demand, of health, and that this is the work of the Drainage Board. A deputation of the inhabitants of Papanui wailed upon the Board re roads in Horner s Township, when it was resolved—“ That this Board will at once call tenders for the formation of the roads in Horner’s Township on tho condition that the inhabitants will pay half tho cost.
Mcs rs Money and Baatiick waited upon the Board re forming roads in Money’s paddock. Resolved—“ That this Board will form and metal the roads upon Mr Money paying hall tho cost.” Permistion was granted to Messrs McCracken and Ferguson to take earth from Hill’s road Cur the purpose of improving the
road leading to their own promises. The surveyor was instructed to inspect and report upon tho Crescent road. Tho dork was instructed to inform the Riccartoa Road Board that with regard to tho Harewood road this Board ia advised that tho road in question is not a boundary road. Communication was rsoeivad from the Sooth Woimnkariri Board a{ Conservators re balance of rates in hand ; also. what rate of commission would be required far collecting same. Tho clerk was instructed to reply as to balance, and as to commission required it having been reported that different amounts are asked for collecting—this Board are of opinion that tho matter of commission be referred to the district auditor to decide. With regard to
shingling road, oa requested by the Bicoarton Road Board, the clerk was inetruoted to reply that thia Board wish that the work be deferred for this leason. Proposed and carried, Messrs Wilson endFleshor dissenting—“ That tho same deputation bo re-appointed to wait «a tho County Council at their next meeting to bring under the notice of the Council that this Board does not approve of a larger expenditure than (£600) six hundred pound* upon a recreation ground ftt Bingslsnd j and also ask for a grant of (£200) two hundred pounds towards the maintenance of the New Brighton road.” Circular was received from Mr Hardy Johnston, civil engineer, &c. Tenders were opened for work required, and those of O’Donoghue and Mairs accepted. Accounts to tho amount of £214 2a 3d were passed and ordered to bo paid. The Board then adjourned.
RIOCARTON. Tho ordinary meeting of this Board was held on Monday at the office, Upper Riecarton. Present—All the members and Mr H J. Hall, chairman. Mr Nunwoek reported that he had, with Mr Patterson and tho eurveyor, waited on tho Avon Road Board as requested ro settlement of Boundary road accounts, and having explained the matter, tho Avon Bo id Board promised to consider the whole question and communicate their decision. The following correspondence was read—From Mr D. Craig, requesting permission to drain across the Station road to the River Avon, The chairman stated that ho had referred Mr Craig to tho Drainogo Board for the permission required, which was approved by the Board. From Mr Baber, complaining that the contractors for tho erection of Messrs Mooro ond Co.’s stores had broken down the bridge over the water channel leading from his store at Addington, and otherwise damaged the channel, thereby obstructing the flow of water. The clerk was directed to request the contractors referred to to make good tho footpath and channel immediately, and that the Board would hold them liable for all damages From Mrs Wilson, asking permission to extend her fence on Webb’s road across the river, so as to prevent trespass. The Board granted tho request. From Mosers Robia and Sohmick, calling attention to the state of the road from Buckley’s bridge to Schmiek’s terrace. The surveyor stated that the matter had been attended to. From the Heathcole Road Board, requesting to bo furnished with the amount of salary and wages paid to the clerk and laborers, Tho surveyor stated that he had furnished the information asked for. From tho secretary to the Wuiamakariri Board of Conservators, requesting a cheque for any balance of rates which may be in hand, together with a statement of arrears due, also the rateable value of the district for 1881, and further enquiring what remuneration the Board will want for collecting tho rate. Tho clerk stated that he had furnished the information required in tho first part of the letter, and with respect to tho last clause, it was resolved, “ That the Riccarton Road Board will collect tho Waimakariri rate for 1831 at 1\ per cent. From the managing director of the PaBSS Company, stating that the Pltaas has been appointed tho gazslto for the provincial district of Canterbury for the year 1881. A cony of tho report furnished by the medical officer to the Board of Health was received, and ordered to be fled. The surveyor’s report was read and approved. A ■ large number of tenders were received for gravelling sundry roads, and several were accepted. The surveyor was directed to see Messrs Blanchard and Mclntyro in reference to the survey made on the Fendaltou road, opposite Mr J. S. Williams’ property. After passing accounts, the Board adjourned until Monday, the 11th April, at one o’clock.
SPRINGS.
A special meeting of the Springs Road Board was held at the office, Springaton, on Tuesday, 15th inst., for tho purpose of considering tenders for cleansing and maintaining clean for twelve months a part of tho river Hals well, and for arranging works for tender at tho Board’s next meeting. Present —Mr Gammack (chairman) and Messrs Herrick, Hurst, Marshall and Tod, Tenders wore opened for the Hals well river and one accepted. Tho following correspondence was read: —Prom Mr J. Wolfe, respecting the Lincoln river plantation. Tho clerk was directed to reply, stating the aotion already taken by the Board and what was proposed to bo further done. Prom Mr Joel Heed, making an offer to take section No. 7806 from the Board, to fence it, to pay all charges there may be thereon, and to accept all responsibility for so taking tho land. The clerk was directed to consult the Board’s legal advisers as to what are the Board’s powers in the matter, and to reply to Mr Reed to that effect. Prom tho Lincoln Road Board, respecting the Boundary roads account. After discussion the further consideration of the matter was postponed till tho Board’s meeting on the 29th inst. Prom Mr Robert Brown Marshall, requesting that his appointment as ranger for tho Springs road district shorn d be advertised. Agreed to. Mr J. G. Murray bad an interview with the Board respecting a drain on Lake road, and the Board decided that certain members of the Board should inspect the drain in company with Mr Murray some day before next Board day. The surveyor was directed to prepare specifications and call for tenders, returnable on the 20 h inst., for tho following works:—Walton’s rood, formation ; Swamp road, shingling ; Bethel’s Junction road, claying; Tramway reserve, formation ; Shand’s road, shingling ; Eagleoome’s road, formation. The surveyor was directed to have the ruts and sand holes on Murray’s road clayed. Accounts were passed for payment to the amount of £l2B 5s Id, and tho Board adjourned till Tuesday, 29 th inst.
MODNT SOMEBS,
The nsuol monthly meeting of this Board waa held at tho Boad Board office. Mount Somers, on Monday, March 7th. Present — Messrs Walker, Taylor, Cameron and Hood. In the absence of Mr Peache, Mr Walker was voted to tho chair. The minutes of tho last ordinary meeting were) read j and with reference to the minute passed at the February meeting, granting permission to Mr A. Ede to carry a watercourse from Fergus stream across the road, subject to tho approval of the surveyor, Mr Taylor gave notice that ho would move at the next ordinary meeting that tho words, “ the surveyor examine the proposed water race, and to use his discretion as to whether adjacent landowners will sustain any Mnjury by Mr Eds’* request being granted, if he report favorably.” Tho clerk was directed to send notice of the above motion to all tho members seven days before tho next meeting. The surveyor having been away on leave of absence, no report was presented. The following correspondence was received From the Ashburton County Council, forwarding amended accounts for Ashburton bridges. The clerk was directed to state that the balance owing by the Council to the Board is £97 15s, and if tho Council will remit cheque for that amount the Beard will be obliged 5 or it tho Council prefers that each transaction should be paid for separately, to avoid a complication of acoour ts, the Council will forward a cheque for £339 12s 3d, amoun* duo for subsidy on Alford Bush roads and half cost Taylor’s stream bridge connection. The Board will forward their cheque for £2ll 17s 3d, for balance on Ashburton bridges. From Messrs Branson and Purnell, re accounts, &c, in McAvey’s ciso. From Mr J, P. Bruce, re his account for preparing plans of a stable at Mount Somers in 1879
Che clerk was directed to inform Mr Bruce ;hat the Board never authorised Mr Fraser [tho lato clerk) to order any plans to be prepared, as at that lime they had not the slightest intention of putting up such a building. From Mr O'Reilly, on behalf of Sheppard’s trustees. The clerk was instructed to acknowledge Mr O’Reilly’s letter, and direct tho trustees to proceed with the .ontraot at once, otherwise formal notice will oe given them. From Mr AVilliam Cook, asking the Board to allow his name to be struck out as co partner in contract No. 35, protective works, Taylor’s stream, and the name of A. Hudson in contract No. 34, maintenance of fords. Mr Hewson having consonted to this arrangement, the Boaro decided to grant Mr Cook’s request. Mr Donald Forbes interviewed the Board with reference to his contract on Morrow’s road, and consented to carry out the work at once, provided the Board inflict no fine for hie neglecting to carry out the work in the specified time, and also allow him to roll any boulders which cannot be placed in a dray on to the side of the road. The Board consented to remit any fine due, and to leave it to the surveyor’s discretion as to what stones can bo left on the road. Mrs Aik inter viewed the Board, and requested to be allowc d to move into the cottage lately occupied by Carney, it being more habitable than the one she is at present occupying. Granted. The pay-sheet, amounting to £lO5 Gs 41, having been passed for payment, the Board adjourned.
