ROAD BOARDS.

LINCOLN, The ordinary meeting of this Board was held on the 3rd instant, when there were present—Messrs Peryman (chairman), Maskrey and Thompson. Messrs Osborne and C. Barrett interviewed the Board in reference to Sharp’s creek. Mr Osborne said he had hoard that the Board intended, at the request of certain persons, to force the water from that creek through his land (see. No. 5074). If such was the case he wished to protest for the following reasons, viz : —That during the past sixteen years the water had never flowed in that direction; that tho culvert on the Drain road would not he large enough to admit the extra amount of water that would be forced in that direction in flood time, nor was the creek below the culvert large enough either. He also wished to represent that it would be necessary to plank, at a great cost, about 15 chains of a ditch that ran alongside his stable and cowshed, which ditch was already sft Gin deep, otherwise the water would inevitably undermine tho whole of the said buildings. He then produced the Crown grant; of the section referred to to prove that no watercourse existed thereon at the place indicated. Mr Barrett said he could quite bear out what Mr Osborne had said. In flood time the water was now dammed back above Osborne’s, and flowed over the crown of the road through his own and Mr Witte’s land, thence along Crook’s road into Blackler’a drain. The Board had some years ago cut a drain, at publio cost, direct from Sharp’s creek to Blackler’s drain, on purpose to convey the water complained of, and he considered that the Board should maintain its right to force the water in that direction. Blackler’s drain was a public reserve for the drainage of this portion of the district, and he thought that a great injustice would be done if a few individuals were allowed to monopolise it. The Board informed Messrs Osborne and Barrett that it had no intention, at present, to force any water on to Mr Osborne, they then retired. Correspondence was then read from Waimakariri Conservation Board, asking for any balance of rate in hand from 1880, also the valuation of the district for 1881, and to state what remuneration tho Board would require for collection of the rate for 1881, and requesting that amounts collected might be paid in monthly. The clerk was instructed to say in reply that tho balance had been forwarded on the 11th February last; that the Board would collect on same terms as heretofore, and that it would be inconvenient to forward amount collected monthly ,bu t instructions would be given so that when rates amounting to £lO were in hand it would be forwarded. The Board could not forward valuation of district until after the Assessment Court sat. From the Springs Eoad Board, enclosing account for maintenance of boundary roads for 1880. Clerk to reply in accordance with the minute referring thereto. The question of calling for tenders for deepening Davies’ drain was deferred until next meeting. Instructions were given to call for tenders for carting small quantities of screened shingle to different places for winter repairs. Also for the cleansing of Hals well Eiver at Tai Tapu. Other business of a routine character having been transacted and the pay-sheet passed, the Board adjourned. MANDEVILLE AND EANGIORA. The monthly meeting of this Board was held on Friday. Present—Captain Parsons (chairman), Messrs Duncan, Edwards, Sanson and Crossley. A letter was read from the Ashley Eoad Board, asking if the Board would assist in erecting a footbridge in continuation of present bridge on south side. It was decided that for want of funds the proposal could not be agreed to. It was resolved in reference to a letter from Eangiora Borough Council, that the surveyor report on the bridge near Manning’s brewery. It was decided that peremptory application be made for rates due. Accounts £163 10s 3d were passed. WAIPARA. The monthly meeting of the Waipara Eoad Board was held in tho office, Waikari, on Monday, March 7th. Present —Mr J. D. Lance (chairman), Messrs W. B. Pyne, W. Parkerson and O. Wade. The surveyor's report was read. The chairman stated that he had been to look at Mr Fox’s road, accompanied by Mr Wade, and they were of opinion that it ought to be formed. Mr Gordon McConnell requested to have a bridge over tho swamp on the surveyed road near his land, and they also thought that necessary. The Board concurred, and gave the surveyor instructions to get it done and lay off Mr Fox’s road. The chairman said that bo had seen the watercourse complained of by Mr Olson and told the surveyor to put in a culvert sufficiently large to let the water flow. The following correspondence was read : From the chairman of the Kowai Eoad Board, requesting the laying off of a road through Messrs Edwards and Partridge’s land, to meet their road to the Waipara to join the North road. Tho clerk was instructed to answer that the Board were not certain whether there was an old road laid off, but they would make enquiries, and if they find it was so their request should be complied with. From Mr J. D. Greenwood, stating that ho was reported to have had £2OO laid out on his land, which was not correct. The surveyor said that it was £179, and there were a few extras, which would make the sum within quite a trifle. From Mr A. H. V. Rolleston, wishing tho Board to take 15 chains of land through section 7538, to give him a road to his land, saying that the land was sold under the conditions that there was to be a deduction in acreage for that purpose. The Board decided to write to Messrs Harper and Soott, asking their opinion. Mr Qreig applied to hove about ten chains of road, to make an easier access to his land, but the Board thought that he should make his application to the chief surveyor in preference to them. Mr James Oorrie came to the Board, wishing it to give him a shorter road to his land. Tho Chairman said that he would meet him and look at it, and state to the Board at next meeting his opinion. Mr Tosswill saw the Board relative to a cutting to his homestead, complaining of the steepness. Tho Chairman said that he had not yet been to that part of the district, but he would come in the course of the month and look at it. Mr_J. D. Greenock asked that the road promised to him last month to he laid off in the winter be now done. The surveyor said he did not think he could do it this month, but if the time could be found he would. Mr T. Hoban said that being the contractor named in last month’s report as being short or measure in his gravel on tho road, he wished to state that he was not aware of it until measured by the surveyor, or he should not have used the guage. Tenders were opened and aooepted for the following works—Heathstock road, East Scargill road, bridges on Omihi. Mr J. Hayes, Road Board man, applied for payment towards a new house he required, but was told by the Board that they could not grant it. Accounts amounting to £1024 7s 8d were passed for payment, and the Board adjourned.
