THE KULDJA DIFFICULTY.
The "Standard's" correspondent at St. Petersburg says, in a late issue, that the final proposals of the Russian Government on the Kuldja question were presented on Sunday, and muit be referred to Pekin, and as at this time of the year an answer cannot be expected within a month a farther extension of the treaty is evidently in contemplation. A spirit of conciliation is said to be dominant at present on both sides. " Mutual concessions have been made, and a satisfactory settlement seems assured. Russia retains a portion of the Hi territory, but gives back to China tho Tekke's valley, and consequently the passes in Trian Shan commanding the road between China and Kashgar. Tho question of the right to navigate the Amur Sunsani and the Oussouri, which was treated ira a protocol to Chung How's treaty, will be left pending. By the treaty of Aighoun these waters were to be open exclusively to Russian and Chinese vessels. Russia interprets this as covering a right to navigate these rivers even where China holds both banks ; but this is strenuously denied by tho latter, as one of them springs from the heart of the Manchoo territory and is looked upon as sacred." A Shanghai telegram of the 7th host, says that the Chinese forces in the North were reported to number 200,000 men. All was quiet, however, and there was no authentic news concerning military movements.
