RANGIORA BOROUGH COUNCIL.

The ordinary monthly meeting of this Council was held on Friday evening last. Present—His Worship the Mayor (Mr J. Johnston), Councillors Boyd, Burt, White, Ivory, Good, Orotbers, Stephens and Ellis. Mr J. Gulliver having taken the usual declaration before the chairman, took his seat as councillor. Letters were received, read, and considered from the Colonial Treasurer, stating that the sum of £2 5s had been paid to the credit of the borough fund account, being amount of fees, fines, and penalties collected at the R.M. Court during the month of November, 1880, and Treasury voucher re borough subsidy. From Mr J. E. March, re allowances for charitable aid purposes within the borough of Bangiora to January 28th, 1881. From Mr J. Boyle, of Methven, lessee of borough reserve, asking to bo allowed to fence in a paddock, and if permission were granted if the Council would allow him to remove same at any subsequent period. Proposed by Or. Ellis, seconded by Or. Good—- “ That Mr Boyle’s request be acceded to ; that any fence he may erect on the borough reserve may bo subsequently removed at expiration of occupancy, the Council having the option of first refusal to take over such fence or fences.” Carried. The report of the works committee was read. It stated that the creek on the East town belt, together with the bridge over the Southbrook, on the South town belt, which had been reported by Mr J. 0. Boys as being considerably out of repair, had been visited. The creek on the East town belt might remain as it was for the present. Mr Manning, of the Burton Brewery, having kindly granted the concession of making a right of way through his property until such time as a bridge should bo erected over the Northbrook stream. The bridge over the Southbrook, on the South town bolt, would last for some considerable time if a few urgent and necessary repairs were at once attended to. The report suggested that the surveyor should bo instructed to have the same done immediately. The report was received and adopted. The credit balance in the Bank was stated to be £l6O Os 7d. Accounts amounting to £43 Iss wore passed for payment. The clerk reported that he had been unable to obtain the old reaping machine for thistle cutting, as requested by the Council at its last sitting, the Road Board having previously secured it; ho had, therefore, placed the day labourers on the work. He stated that he had had a conversation with Mr Smart, of Christchurch, re asphalting the footpaths, and had obtained some very useful hints on the subject. He had obtained the solicitor’s (Mr E. Clarke) opinion re enforcing penalties with reference to the various borough by-laws. He suggested the necessity of the Council appointing a ranger for the borough. Proposed by Cr. Orotbers, seconded by Or. E.lis, and carried—“ That the day labourers be employed in performing the necessary work in connection with the concrete kerbing, as required by the Council.’' Or. Ivory proposed as an amendment, and Or. Stephens seconded —“ That the matter bo deferred for the present.” Cr. Ellis proposed, Or. Burt seconded—“ That tenders bo called for the asphalting, and the clerk, it possible, to procure specifications re aamo from the Christchurch City Council.” Carried. Re hawkers and pedlars—The borough solicitor’s opinion on this matter was that the penalty clausa applies to the by-law on this subject. Or, Good proposed, Cf Ellis seconded, and carried—“ That the by-law in respect to hawkers and pedlars be enforced from the Ist April next, and that notice bo given that the Council will enforce penalties after that date,” Proposed, seconded, and carried —“ That the clerk bo appointed the borough officer for the registration of dogs and hawkers’ licenses.” Proposed, seconded, and carried —" That Richard Vaughan be appointed the borough ranger.” A vote of thanks to chair brought the meeting to a termination.
