LYTTELTON BOROUGH COUNCIL.

The usual meeting was held on Monday night. Present -The Mayor and Crs. Hawkins, Reed, Garforth, Grubb, Weyburne, Maodonald, Webb, Smith, Macpherson. The receipts since the preceding meeting wero stated to have been £SB Ba. An application for a reduction of rates on his property was made by Mr Meredith owing to the property having been unoccupied for several months. A resolution was carried to the effect that the Counoil had no power to make the concession. Messrs Cook Bros., butchers, applied for a renewal of their slaughterhouse license. Considerable discussion ensued on the unsatisfactory state of the slaughter-yard, and the application was held over until t>ext meeting to allow of the Improvements being made. The Secretary to the Lyttelton Harbor Board, in reply to a letter from the town clerk on the matter, wrote that Messrs Harper and Co.'a opinion upon the nonliability of the Board to pay rates, disposed of further doubt about the Board being exempt. He also mentioned that the non-liability of the Dunedin Harbor Board had been established the other day in a decision given by Judges Williams and Johnston in a suit brought by the Dunedin Corporation to reoovor rates. Ac* counts amounting to £IOB 9s lid were passed for payment. Sixty feet of new hose for supplying the shipping were ordered] to be purchased. A report from the engineer at the pumping station was read with reference to the supply from the wells and the extent of the consumption. A long discussion ensued upon the impure state of the water, several councillors expressing it as their conviction that were the light and sun excluded from the surface of the reservoirs, the insect nuisance would disappear. Information as to whether this result would be obtained by oovering the water as stated, it was resolved should be sought first, and the question was left finally in the hands of the Mayor and Or. Macpherson. The annual report of the fire inspector was read. The fire brigade had been called out but threo times during the year, twice to chimneys and once to gorse. The objection on the part of the Lyttelton Harbor Board to be rated as assessed on the valuation list of the borough, and above referred to, was considered, and it was resolved to employ counsel to take charge of the case on behalf of the borough.
