To the Jbditor of the Globe. Sib, —Fleaie say in your next issue, what principle the City Valuer has to guide him in his value of town property, saying how much per cent, on the capital value he is allowed to levy, and how much per cent, discount off that amount is allowed to the ratepayer, and oblige CITIZEN.
