KAIAPOI BOROUGH COUNCIL.

At the fortnightly meeting of this Council held on Tuesday, January 4th, there were present, tho Mayor (Mr Blackwell), Ors. Moore, Pinching, Smith, Monk, Stanton, Woodford. A letter was read from Messrs Saunders Bros., asking for a temporary reduction of rent of endowment reserve at Ashburton for four or five years, and agreeing if this was done to carry out terms of lease in their entirety. The Council considered the letter in committee, but could not agree to the concessions asked for. Mr Isaac Wilson, chairman of directors of tho Kaiapoi Woollen Company, asked for a contribution towards the cost of forming a footpath from Charles street towards the factory. On tho motion of Or. Smith, seconded by Or. Pinching, £lO 10s was voted. Or. Woodford being in favor of granting £ls. A tender at £5 2j for an artesian well at tho pound was accepted. The credit balance in the Bank was reported to be £26 14s 3d, Accounts £25 18 1 were passed. The committee appointed to draw up a schedule of duties for the town surveyor presented the same, recommending an increase to the salary of tho clerk and surveyor of £2O a year. Each of the ten clauses wore opposed by Crs Moore and Fraser. The latter moved as an amendment to the final adoption that the amount be £5 10s, which was lost ; then that it be £lO. Cr. Moore moved it be £lO 10s, which was also negatived, and tho report adopted. Tho poundkeeper pointed out he had sustained a loss through a horse impounded having been destroyed by order of Mr Beswick, R.M., and asked to be recouped cost of advertising incurred in connection with same. Or. Moore mover, Or. Fraser seconded poundkeeper be recouped for any expense in advertising animals which do not realise sufficient to pay expenses.” Or. Pinching moved, Cr. Smith seconded—“ Tfaot in each case of tho poundkeeper sustaining loss, he report, and the Council will consider same.” The amendment was carried. The Council then adjourned at 10.20 p m.
