The " Times," in a leading article today states that the Coercion Bill which the Government intend to introduce will propose the suspension of tho Habeas Corpus Act, and the suspension of trial by jury in Ireland, and will moreover restrict the sale and possession of arms.

LONDON, January 4. Owing to the rumors of an intended Fenian raid on armouries of Volunteer corps in England, the authorities at the War Office have ordered precautions to be taken at the headquarters of the various corps, with a view to prevent the success of any attack on the armouries. It has found general currency hero today that a torpedo has been found to have been placed under the bow of Her Majesty's ship Lord Warden, which is lying in the Frith of Forth, on the east coast of Scotland. The alleged act is attributed to Fenians. No official confirmation of the rumor has, however, been obtained. CAPETOWN, January 3. The Boers Intelligence have been received that that the Boers in Orange River Free State threaten to join in the rebellion in tho Transvaal, though no actual outbreak has yet occurred. Communication between the Transvaal and Natal is now completely cut off by the Boers, and no news has therefore been received from the seat of hostilities for some days. CAPETOWN, January 4. News has been received from Basutoland that the patrolling force of Cape Rifles, under Colonel Carrington, has safely returned to camp, at Mafeting, after having come up with the convoy of provisions, arms, and ammunition, which had been despatched from headquarters for use of the garrison. The arrival of the convoy has materially strengthened Colonel Carrington's position, and further news to hand show that the rocent defeats of Basutos, Pondomise, and Tambookiea by the colonial troops have had good effect on other tribes. Tembus, who had also joinod in the rebellion, are now yielding, large numbers of the tribe having recently submitted to the Capo forces which were operating against them.

It has transpired that the Porto has declined to arbitrate for the settlement of the Greek frontier question, and has now made a proposal to the. Powers that a conference should he held at Stamboul, to which Greece Bhould send delegates as well as the Powers and Turkey.
