[eeuteu’s telegrams.] LONDON, December 20. Obituary. The Duchess of Westminster and Mr Frank Buckland are dead. Irish Affairs. The Viceroy of Ireland has prohibited meetings being held in Queen’s County, and has despatched troops there in order to preserve the peace. Mr Goschen. The Right Hon. G. J. Goschen, Ambassador extraordinary to the Porte, has arrived in London.
