[eextter’b telegrams.] LONDON, December 4. Gold Withdrawals. Large withdrawals of gold are being made from the Bank of England for America. LONDON, December 6. The Land Leaguers. A largely attended meeting, under the auspices of the Irish Land League, was held yesterday at Waterford. The mostprominent agitators were present, and addressed the meeting. Mr Parnell made a speech on the occasion, and spoke bitterly against the action of the present Government, accusing it of having conspired against the rights of the people of Ireland. WASHINGTON, December 6. American Bonds. President Hayes has addressed a message to Congress, in which he recommends that the national debt of the United States should be refunded into 3 or 3i per cent, bonds in place of those now bearing interest at from 4 to 6 per cent. NEW YORK, December 6. Ice-Bound. Owing to the extreme severity of the winter, five million bushels of grain are now icebound in Lake Erie. SHANGHAE, December «. The Chinese Fleet. News has been received that the Chinese Government has ordered a most formidable ironclad to be constructed at Steblen, a German port in the Baltic.
