AKAROA COUNTY COUNCIL.

This Council met at their offices, Duvauchelle’s Bay, on Wednesday, November 24th. The mombera present were—Messrs Jas. Dalglish (chairman), J. Qebbie, W. Coop, J. Barker and Rev. R. R. Bradley. The Chairman said that the first business that day was the annual election of chairman as required by the Counties Act. He suggested that in the absence of several members the election might bo delayed until the end of the meeting. Mr Q-ebbie was of opinion that the election ■ honld be proceeded with at once. Ho eulogised the manner in which Mr Dalglish had carried on the business of the county during his term of office, and proposed that Mr Dalglish should bo re-elected. The Rev. R. Bradley also commended the manner in which Mr Dalglish had carried out the duties of his office, and had great pleasure in seconding the re-election of Mr Dalglish. Mr Dalglish thanked the Council for their kind expressions of opinion, and if they would boar with his shortcomings in the future as they have kindly done in the past he would be happy to accept the office again for twelve months.

The motion was put and carried nnanisnously. It was suggested that the maps of the •county belonging to the Council be insured in the Union Fire Insurance office -for what they cost, say £2OO. A motion to this effect was made by Mr Qebbie and seconded by Rev, R. Bradley, and on the suggestion of Mi* Coop the sum was altered to *IOO. The chief surveyor wrote, stating that the surveyor who was recently employed at Duvauohelle’s Peak was employed in another •part of the district, but that on his return to *hat part of tne district the Summit road, «s laid off by Messrs Fenton and Wilkins, would be picked up by him and put on the public maps. Messrs O. McDonald and F. Williams here took their seats. Mr Armstrong wrote with reference to the Bolguerie road as follows:—“The Council •earns to quite misunderstand my previous tjffer. That offer meant £4O per acre for what land was wanted for road diversion, and I to incur all responsibility of fencing. The resolution of the Council shows yon want to incur the responsibility, in that case I decline doing the fencing for the Council, but I am quite willing to do it for myself, and perhaps the Council will allow me to manage my own affairs in my own way. If not, try the Public Works Act. In either case I am ■entitled to a tracing of the land required,” Mr Qebbie moved—“ That the whole correspondence received and written bo handed to the Council’s solicitors, Messrs Harper, Harper, and Scott, Christchurch, and ask their opinion as to what steps the Council should now take.” The motion was seconded by Mr J. Barker, and carried. The pound-keeper of the Le Ben’s Bay pound wrote, stating that the pound in question was not secure, and that there existed no provision for watering cattle. The letter was referred to the Okain’s Road Board. A letter was received from Mr T. Macmillan, requesting the Council to clear the Summit road leading down the Spur between Xe Son’s Bay and Waikerikikeri, and dividing the two road districts. He had not asked cither of the Rood Boards to do the work, as they were both out of funds. The letter was -referred to the Akaroa and Wainni and Okain’a Road districts. The Okain’s District Board wrote, asking fora sum of money to effect repairs on the main roads in their district. The clerk stated that this Board had not as wot applied for the balance due to them in the Bonds of the Council. Mr Qebbie moved—“ That as the letter did not specify the exact works proposed to be carried out, this Connoil decline the request, and also on the grounds that there are no available funds.” The motion was seconded by Mr Coop, and carried. Aooonnts to the amount of £76 6s 7d were passed for payment on the understanding that the final payment for the county map was subject to a certificate being obtained from the chief surveyor. The tenders for dog collars were then considered, along with samples of collars. On the motion of Mr J. Qebbie, seconded By Mr W. Coop, the tender of Mr Dunbar, Christchurch, at BJd per collar, was accepted, the Council finding the stamps in terms of the requirements of the new Act, and the same to be property of the Council. The Akaroa and Wainuißoad Board wrote stating that they agreed to the Council’s terms of 25th October last in reference to the erection of a pound for the road district, and stating that the Board bad agreed to erect a pound on the chain reserve near Mr J. liibeau’a, jr., Duvauchelle’s Bay. Members were of opinion that the application did not set out whether the place was -convenient or not and whether the Board were in funds. Mr J. Qebbio moved—“ That tho Akaroa and Wainni Road Board be allowed to erect a pound in the plaoe proposed, and that if they had not got funds to pay for its erection that the Connoil provide the necessary funds, and deduct the amount from the next allocation of funds to that body.” The motion was seconded by Mr Coop, and carried. Tho Chairman brought before the meeting the fact that the mail via Pigeon Bay had been stopped. The matter was one of great importance to the Peninsula. The service had evidently been stopped without authority and for the convenience of private individuals. Mr Williams moved—“ That the Post-master-General be telegraphed to, asking the reason of the stoppage of the Pigeon Bay mail, and also pointing out the great inoon•▼enienoe the public suffer,” The motion was seconded by Mr Barker, put, and carried. Mr Qebbie suggested that the Council put themselves in communication with the member for the district in reference to the extension of the railway to Little River. Rev. R. R. Bradley agreed that action -should be taken in the matter. The Government evidently meant something further in - the matter, as they were sodding up the banks -.of the line, and he thought the present time opportune to ascertain the intention of the - Government in the matter. A resolution, embodying the sense of the •nggestion, was moved and seconded, and forwarded to Mr Montgomery. At this stage, on the motion of Mr Qebbie, the chairman left the chair, and Mr Bradley took his place. Mr Qebbio then formally -moved—“ That a honorarium of £SO be voted ■to the chairman for his services for the past year.” The resolution was seconded by Mr Coup, and carried unanimously, Mr Dalglish, on his return, thanked the Council for their consideration, and the meeting then adjourned till January 22nd.
