LYTTELTON BOROUGH COUNCIL.

This Council met on Monday night. Present—Tuo Mayor (chairman), Ore. Maopherson, Macdonald, Hawkins, Reed, Garforth, Webb, Grubb, Weyburn, and Smith. The receipts since the previous meeting were £4B 9s. Mr Maxwell wrote with reference to the siding in front of the Council’s reserves near the Gladstone Pier. Mr Maxwell suggested that a plan of the property be made out, in order that the proposed railway siding might be better understood. The Mayor said that he was of the opinion it would be better to leave the matter until an answer be received to the Council’s last letter to Mr Maxwell, or until Mr Maxwell and the Mayor had met and viewed the ground, Ors. Hawkins, Smith, Reed, and Maepherson, spoke of the importance of the interest involved, and suggested that a plan be prepared in accordance with Mr Maxwell’s proposal. Ultimately, at the suggestion of Or. Smith, the matter was left with the estates committee. Mr March wrote inquiring who were the persons in the borough whose husbands had left them to charity. Agreed that the list of same be supplied. Mr Dunbar offered to supply Council with dog collars at same rate as he was delivering them to the Selwyn Council. Agreed to. An application for a monthly account for water was allowed to Messrs Cuff and Graham and Messrs Dalgety and Co. Mr H. N. Haider, borough solicitor, gave a written opinion that Council had power to deal with the gorse nuisance upon private streets. Left with the estates committee. The solicitor gave it as his opinion that the Council had the power, should they think fit, to refund the unexpired portion of the license fee paid by Mr J. S, Willoox. The refunding was left with the finance committee. The Gas Company wrote, asking whether the Council wished to have the oannections with the lamps made, as they were having the mains extended in various parts of the town. Left with the lighting committee. Accounts amounting to £95 13s were passed for payment. The by-law prohibiting the driving of cattle through the town during certain hours, as advertised on October 11th, was confirmed. The hours are from 9 to 4 during three months, and 9 to 5 the remainder of the year. Two tenders were opened for constructing the brick invert between Ripon and Exeter streets. Messrs Dix and Collier’s tender was for £137 16s, Mr John Stinson’s £124. _ Mr Stinson’s tender was accepted. The notice of motion that the Mayor’s honorarium for the ensuing year be £IOO, was then brought forward by Or. Macpherson in a few appropriate remarks. The Mayor left the chair, saying that he supposed, being interested, it was better he should. Or. Webb said that he would remain, but would not vote. It being suggested that if a councillor kept his seat it was compulsory that’ he should vote, Or. Webb said in that case he had no objection to vote. The Mayor then returned and took his seat, saying, as be did so, that perhaps it was better that he should remain, seeing that Or. Webb had no delicacy in taking part in the proceedings. Or. Reed moved bis amendment, that the honorarium be done away with. This was not seconded, and lapsed. Or. Webb moved that it be £SO. Seconded by the Mayor, and lost. The original motion was then put and carried, fixing the honorarium at £IOO.
