[EETJTEB’d TELEGRAMS.] LONDON, November 18. Bank Reserve* The total reserve in notes and bullion in the Bank of England is £14,875,000. International Regatta. The first four heats of the International Regatta were rowed to-day on the Thames, in the presence of a large number of spectators. The following were the results: —First Heat—Laycock, 1 ; Hawdon, 2. Second Heat—Wallace Ross, 1 ; Riley, 2. Third Heat—Hosmer, 1 ; Smith, 2. Fourth Heat — Trictett, 1 ; Nicholson, 2. The defeated oarsmen were Elliott, Barrier, Largan, Feby, Gibson, Anderson, and Claspor, who [do not compete further. Two more heats will be pulled to-morrow (Friday), and the final contest will take place on Saturday. November 19. This morning’s drawing for the eight competitors in the two heats of the International Regatta to be rowed to-day has resulted as follows:—First heat— Wallace Ross, Hosmer, Riley and Nicholson ; second heat—Laycock, Trickett, Hawdon and Smith. Later. The first heat in the regatta to-day was won by Wallace Ross, with Hosmer second; the second heat was won by Laycock, with Smith second. In this heat a foul took place between Trickett and Smith, and the former was thus out of the race. The Crisis in the CabinetA Cabinet Council was held again yesterday, but no decision was come to as to the policy to bo pursued in Ireland. The question of holding a winter session of parliament was also considered, but was likewise left in abeyance. It has transpired that Mr Chamberlain, President of the Board of Trade, demands of his colleagues that reforms shall be carried out in Ireland, together with the coercive measures which they propose to adopt. The State of AgramTwenty thousand persons have fled from Agram in consequence of the earthquakes. The Austrian Government makes a loan of 5.0,000 guilders to the town for its restoration. One thousand eight hundred workmen are already engaged in rebuilding the public buildings and residences which have been destroyed.

CALCUTTA, November 18. Revolt in Cashmere. News has been recorded that a revolt of native tribes has broken out in Cashmere.
