SYDENHAM BOROUGH COUNCIL.

The usual fortnightly meeting was held at the Borough Council Chambers last evening at 7 o’clock. Present—His Worship the Mayor, Councillors Niohol, Andrew, Joyce, Pavitt, and Day. Letters were read from two residents in Sydenham, applying for work. One applicant urged that he had been discharged by the City Council solely on the ground of hie living outside Christchurch. The letters were referred to the works committee, with power to act. From the Heathcote Boad Board, in reply, referring the Council to the Bth clause of Mr J. B. Fitzgerald’s award in the matter of the impounded land fund. Eeferred to the finance committee, with power to obtain a written legal opinion on the question. From Mr George Booth, from London, stating that he had found a Bank willing to negotiate a loan of either £30,000 or £50,000 for the Borough, subject to the requirements of the Act as to the consent of the ratepayers being obtained. The letter stated that the expenses on £50,000 would amount to only £IOOO. The letter was ordered to be acknowledged with thanks. From Mr Ward, Victoria Chemical Works, West Bromwich, respecting an improved system of utilising the sewage of the Borough, and offering to send full instructions on receipt of £IOOO. [Laughter.] Beferrod to the sanitary committee. From the Crown Land’s office, Wellington, stating that the Crown Grant of land-endow-ment for the Borough would be forwarded so soon as the difficulty between the Borough and the Bakaia and Ashburton Forks Bailway Company was settled. After a long discussion, it was agreed —“ That an answer, together with a copy of the works committee’s report on the matter, be sent to Wellington, showing the Government the trne position of the case.” It was also carried—“ That the works committee be authorised to bring up a report as to the value of the land proposed to be taken by the Eailway Companyafter they had mode such necessary enquiries _as would enable them to form a just conclusion as to the value of the lands in question.” From Mr Neighbours, asking the Council to renew the permission given him to cross a public road to his siding, for presentation to the Engineer of Constructed Kailways. Beferred to the works committee. The finance committee’s report stated that the receipts since their last report amounted to £5lB 17s sd. The accounts passed for payment were £l4B 3s, whilst the credit balance at bank was £7ollßs sd. The Treasurer’s half-yearly statement showed that the balance in hand on March 31st was £1405 4s 7d, and the receipts from that date to September 30th were £2574 16s 9d, making a total of £3980 Is 4d. The expenditure for the same period was £3936 2s lid, leaving a credit balance of £43 18s sd. The reports were received.

Tho works committee’s report was read os under: —1. Announcing tho division of the borough into four wards, and defining the boundaries of each. 2. Stating that they considered Messrs Greig and Hunter had no legal claim on the Council. 3. That the Drainage Board had been advised, of the result of their negligence in drainage matters in Gas Works road. 4. Detailing the committee’s action re South belt conference. 5. Particulars as tojWindmill road footpath, to be commenced when the construction of Mr Harman’s private streets are finished. 6. Eecommending that Messrs Cooksley and Whittington’s tender for making streets in rural sections 13 and 62 for the sum of £l9B 3s 6d, be accepted, 7. That extra laborers of the Council be paid Is per day less than hitherto. Clauses 1,3, 4, 5 and 6 were agreed to. No. 2 was referred book to the works committee, and No. 7 was negatived. The town clerk was make a valuation of tho borough properties, a bonus of £SO to be paid him for the work. After some routine business, the Council adjourned.
