[BETTER'S TELEGEAMB.] LONDON, October 29. A Contumacious Clergyman. The Rev. T. P. Wale, Rector of the Church of St. Videst, Foster lane, Cheapaide, London, who some time ago was inhibited for Ritualistic practices, has now been sentenced to imprisonment for contempt of the decision of the Ecclesiatical Court. Severe Hurricane. A hurricane of a very severe character was experienced at Dublin to-day. The storm raged for some time, and the wind blew with such force that several houses and buildings were unroofed, and suffered other damage. No loss of life or casualties of a serious nature occurred. The Czar. Persistent reports are being published in various English and Continental journals that the Czar of Russia is afflicted with paralysis. No authentic news on the subject has, however, yet been received. LONDON, October 30. Wheat Afloat. The total quantity of wheat afloat for Great Britain is 1,880,000 quarters. Shipping. Tho Orient Company's steamship Potossi left Plymouth to-day for Australia. Banking. The London Chartered Bank of Australia has declared a dividend of 5 per cent, for the half-year. Irish Affairs. In view of the continued disturbed state of Ireland, the Government have decided, in addition to sending further drafts of troops to the unsettled districts, to make a large increase in the strength of the Irish constabulary, and an enrolment of 2000 additional men for that force has been commenced. October 31. The Markets. Three per cent, consols, 99 \; Adelaide wheat, per 496 lbs, ex warehouse, 48s 6d: best Australian beef tallow, per cwt, 35s 6d; mutton tallow, 36s 6d. CONSTANTINOPLE, October 29. The Cession of Dulcigno. News has been received that a messenger despatched to Dulcigno by Riza Pasha, commander of the Turkish forces, has been murdered. The act is attributed to disaffected Albanians. CONSTANTINOPLE, October 30. Cession of Dulcigno. Dervish Pasha, who was recently ordered to proceed to Dulcigno with three battalions of Turkish troops, has been instructed by the Porte to arrest and deport all Albanians who show an obstinate determination to resist the cession of Dulcigno. BERLIN, October 30. Socialism in Germany. In consequence ef the increase of Socialism in many parts of Germany, and in Hamburg particularly, the Government have placed that city in a state of siege, as against Socialists resident there. TEHERAN, October 29. The Predatory Khurds. Intelligence has been received that the tribes of predatory Khnrds who have again crossed the frontier from Khurdistan, in Asiatic Turkey, in the Persian Province of Azebijan, are continuing their depredations, and have taken possession of the town of Urumyah, near the lake of the same name. They are further reported to be advancing on Tabroez, a town of considerable size in the interior of the province, and are pillaging and laying waste towns and villages on their route. It is expected that the Persian troops under Hischmet Dowlah will shortly come up with the enemy. CAPETOWN, October 29. South African Affairs. Telegrams have been received announcing that the tribe of Pondos have risen against the British and have murdered two English magistrates. Further intelligence is also to hand regarding the war in Basutoland. The Cape Rifles, under Carrington, have taken the village of Lethodo, the most powerful Basuto chief, after a desperate defence. Continuous fighting is proceeding with large bodies of the enemy at different points.
