Baron Do Hamerle, the Austrian Minister for Foreign Affairs, made a speech to-day, in the course of which he said that a complete understanding existed between his Government and that of Germany in regard to the policy to be pursued in South-Eastern Europe, and that they would act in common for the settlement of the questions how pending. No confirmatory intelligence has been received regarding the reported anarchy in Cabul aud the murder of the Ameer. The postal service between Cabul and the frontier has failed for a week, and no despatches have been received during that time.
