DIOCESAN SYNOD.

The Primate took the chair at 4 p.m. The Rev. W. C. Harris brought up the report of the select committee appointed to consider and report upon the advisability of amalgamating some of the Synodical committees, which was read. Mr Hamilton moved—“ That the motion standing in his name for adoption of standing orders for regulation of order and notice papers be referred to a select committee. That such committee do consist of:—The Rev. E. A. Lingard, Mr H. J. Tancred, Mr H. R. Webb, the Hon. J. B. A. Aoland, Mr G. L. Lee and the mover. To report on or before Tuesday, 26th instant.” The motion was agreed to. The instructions are as follows—“ In drawing up the daily order and notice paper, the secretaries shall observe the following rule : Every notice of motion given for first, second, and third reading, committal, or re-com-mittal of any draft statute or draft regulation, shall, unless otherwise ordered by the Synod at any previous sitting, be placed on the order paper before all other notices of business. And, according to the order of time in which it shall have been given, every such notice shall stand on the order paper before any other notice for the consideration of any draft statute or draft regulation. That the above rule be adopted as a Standing Order of Synod, and be numbered

The Yen. Archdeacon Harper moved—- “ That the Church Property Trustees be recommended to give tho usual grant of £250 towards the building of a parsonage at St. Andrew’s, in the Otaio, BlueoliSs district.” After considerable discussion the motion was withdrawn.

Bev. J. W. Stack moved—" That Mr P. de o. Malet, Mr W. H. Hargreaves, and Mr John Grigg be elected members of the Clergy Pension Board.” The motion was carried.

At the request of his Lordship, the Bov. J. W. Stack withdrew the following motion standing in his name : —“ That the President be respectfully requested to apply to the venerable Society for the Propagation of the Gospel for an annual grant of £IOO towards the support of the Curate of Boss.” The President stated that there was not the remotest chance of the application being granted. On the motion of the Bev. Canon Oottorill the Bill to introduce a Statute for the Begistration of Persons qualified to Vote for Lay Bepresentatives was tead a second time, and referred to committee for further consideration.

The Bev. H. G. Gould moved the second reading of the Bill to amend Diocesan Statute No. 3, the object of which was to provide an additional lay representative for the parochial district of Leithfield. After considerable discussion, the Bill was not proceeded with, because Standing Begulation No. 50 was not complied with by having the Bill printed. At this stage the Synod adjourned till 7.30. Evening Sitting. The Synod resumed st 7.30. The Very Bev. the Dean moved—" That the Bill to Amend the Begulations respecting Parochial Districts be read a second time.” The motion was carried, after whioh the Bill was considered in committee. It was moved—" That the committee report progress, and ask leave to ait again,” which was carried on the voices. Progress having been reported, the Synod resumed. The Very Bev. the Dean moved—" That the Bill for Constituting the Chapter, and for Begulating the Government of the Cathedral,” be read a second time.” He wished to remind the Synod this Bill was the result of the labours of a committee appointed at the last session of Synod, and trusted the reception it would meet with would prove that the great amount of time and thought employed would not bo thrown away. After reading a great deal of statistical information bearing upon the matter, he concluded by hoping the me.) sure would pass the second reading. The Ven. Archdeacon Harper moved the amendment standing in his name on this question, as follows :—“That inasmuch as the Cathedral Chapter is already constituted in accordance with ancient precedent by the Bishop of the Diocese, the Synod hereby recognises the inherent right and responsibility of the Bishop and Chapter to frame regulations for their own guidance and for the government of the Cathedral.” He considered the past session of Synod had, he thought unwittingly, made a mistake at its last session in the action taken, whioh had resulted in the Bill submitted by the Very Bev. the Dean, and proceeded to quote from a work by the Bishop of Truro in support of his amendment at considerable length. A very protracted discussion ensued, in which the Bovs. Penny, Lingard, Watson, Ohaffens, Welsh, Hands, Oholmondeley, Stack, Pasaoe, Harris, Cocks, and Otway, and Messrs Harman, Acland, Webb, Grigg, and the Hon. H. B. Gresson took part. The President was sorry to see the discussion closed whilst there was so much yet to be said on both sides of the question. He would be glad to see the debate adjourned till the next day. On the motion of Mr W. J. W. Hamilton the debate was ; adjourned till Friday at 5 o’clock.

Several notices of motion having been given the Synod adjourned.
