DRAINAGE BOARD.

The ordinary meeting of this Board was held yesterday afternoon, at the usual hour. There were present—Mr R. J. S. Harman (chairman), and Messrs H. J. Tancred, H. J. Hall, J. V. Ross, C. R. Blakiston and J. E. Brown.

The engineer's report waa read and considered clause by clause. It was as follows:

(1.) The contractors have commenced their work at the sewer in Carlton terrace, and on the Papanui road, near Norman's lane. Both are making good progress. (2 ) The contractors for William Btreet Btorm water pipe have met with considerable difficulty from the quicksand, and many of the pipe 3 have smashed with the pressure, but the work is progressing more favorably now. (3.) The Ferry road sewer, where it was cracked, has had concrete put in, and made sound again. (4.) The pumping tank is finished with the exception of the dome; it is watertight, and appears very_satisfactory. The contractor is now putting in the engine and pump pits, which are founded very deep in the quicksand, and he will also commence the main sewer at once. (5.) Tenders will be submitted at this meeting for a supply of pipes sufficient for those atresia where the Board ordered the pipe sewers to bo laid at once. In connection with this work, the authority of the Board is required to procure a supply of cement and other material. (6.) A part of the Sandhill reserve has been fenced in, as directed by the Board. (7.) Plans for the storm water sewers for Bingsland are prepared, but the right to take the line through private land to the river has not been acquired, and the authority of the Board is requires for this purpose. Clauses 1 to 4 were passed as satisfactory without comment. With regard to clause 5 the chairman and Mr Boss were authorised to open and accept tenders for cement and shingle. In connection with clause 7 Mr Hall remarked that an impression prevailed in the minds of a portion of tho public that the expenditure in the Avon district could not be met by a rate of Is in the £, and that other districts would probably be saddled with the deficiency. He thought it deoirahle to make it known, therefore, that the work done would he charged to borrowed money, and that the district would only have to pay the interest thereon and provide a sinking fund. It was resolved to invite a conference with the Road Board and the committee on the question of the right to go through tho land to the river.

The report as a whole was then approved. The correspondence was read : From the Avon Road Board, recognising the desirability of non-interference with Drainage Board works, and promising to apply to the latter Board in any further cases.

From Messrs Ford and Ogdon, granting the Board permission to run a pipe drain through their land fronting the South belt, conditionally on it being recognised that their right to have it removed or modified should not be prejudiced. The Chairman remarked that nothing need be done in this matter at present, as the Engineer thought another line could be adopted. From Mr Alf. Carter, putting in a olaim for half the expense of fencing land adjoining that of the Drainage Board, R.S. 8990.

Referred to the works committee with power to act. From Mesars Slater and Son, claiming compensation on behalf of Mr Hall, of Feudal - town.

Mr Hall recommended that £ls 8s should be granted as compensation. The Board declined to adopt Mr Hall's recommendation.

From Mr John Fisher, asking permission to orect a dam in the St. Albans creek.

This letter was referred to the engineer. From the trustees of the Orescent road Wesleyan Chapel, signifying their agreement to let the Board cut a ditch along their fence, on certain conditions specified. The offer was accepted. From Mr Thomas Forrest, asking permission to put in pipes and then fill in the drain running through his property in Manchester street north. It was reßolved that the work should be done by the Board on behalf of Mr Forrest, and charged to that gentleman. From Mr John Barrett, asking the Board to remit the fine of £37 10s for not completing the Madras street storm water sewer within contract time.

The Board decided not ta re-open the question.

Accounts were passed as follows :—Loan acoount, £3llß 7a Id ; rata account, £6346 Said.

The Chairman pointed out that by the new Drainage Board Aofc a new member was granted to repreaent Sydenham, and it would be necessary to appoint a date on which to make the election. Clause 6of the Act proTided for the method of making the election. It wag decided to appoint the olerk of the Borough Council of Sydenham Returning Officer for tho election, and Friday, 24th instant, wag appointed to be the day of nomination.

Tenders were opened for the supply of pipes, and that of Messrs Ford and Ogdon was accepted. Some matters of routine were> dealt with. The Board adjourned at 4.30 o'clock.
