SYDENHAM BOROUGH COUNCIL.
The Sydenham Borough Council held its usual fortnightly meeting last evening. There were present—His Worship the Mayor, Ors. White, Langdown, Andrew, Nioholl, Hall, Charters, Joyce, Pavitt, and Shierlaw. The town clerk stated that he had received a copy of the Representation Bill, and informed the Council as to the new local post office, that in reply to a question the Government had stated that a contract for the building had been accepted. The Tramway Company wrote, saying that they proposed to extend the tramway a distance of twenty-eight chains from the Agricultural Grounds, and requesting the Council to formally express its concurrence therein. On the motion of Or. Hall, the request was complied with. An intimation was received that the Sydenham Borough Oouncil Empowering Bill had passed the Assembly. A petition from Mr Burnett and others, re stagnant water and refuse in gravel pits, was referred to the Local Board of Health. (Hie works committee submitted their usual report. It contained a description of the executive work undertaken by that body, as to the acceptance of tenders, &o. The foreman of works had been instructed to put in repair all the footpaths in the borough, and the committee had arranged to meet the works committee of the City Council on Tuesday to go into the question of levels, &0., for the formation of the South town belt, and the committee asked for authority to commence operations thereon at the earliest possible period. On the motion of Or. White, the report was adopted, and the seal of the Council was ordered to be affixed to three contracts. The report of the finance committee showed—Receipts £2Ol 9s. Accounts passed for payment, £lls 2s; debit balance at the Bank, £1 2a 9d. The notice of motion standing in Or. Andrew’s name re loan was then considered. It was as follows—“ That the two resolutions passed at the special meeting held on Wednesday, 28th July, 1880, re Joan, he revoked, and that the question of raising a loan for the borough be reconsidered.” Or. Joyce seconded the motion proforma, and it was carried, Or. Joyce being the only dissentient. The Council then proceeded to consider the question of raising a loan. The first item proposed by Or. Andrew was £30,000 for side-channels, which was agreed to; the next proposal, £6OOO, for asphalting, elicited considerable discussion, and a division was ultimately taken, resulting in the motion being negatived by 7 to 3; the sum of £BOO, for municipal buildings, was also thrown out on a division, the mover being the only one to vote in favor of it. The other items proposed to be borrowed were—For opening up streets off Colombo road, £1200; for widening roads, £2OOO. They were both rejected. Or. Andrew then moved—“ That pursuant to the provisions of the Municipal Corporations Act, 1876, this Council do give notice of their intention to borrow a sum of £30,000 by way of special loan, for the purpose of defraying the coat of drainage works; and that the Council propose to borrow the said sum for a period of fifty years, and to pledge as security for the same a sufficient sum to be raised by way of special and general rates on the rateable property within the borough.” The motion was carried. This concluded the important business, and the question raised by Or. Joyce re street naming having been disposed of, the Oouncil adjourned.
