BOARD OF EDUCATION.
The ordinary meeting of the Education Board for the district of North Canterbury was held yesterday afternoon. Present—Mr ■J. Inglis (chairman), and Messrs Tancred, Cunningham, and Rav. Charles Fraser. The chairman’s report of appointments made and expenditure authorised during the fortnight, teas read and approved. Reports from the Inspector were laid on the table as to schools in the districts of JCillinchy, Heathoote Valley, and Southbridge. The Drill Instructor also reported as to the condition of several schools with respect to his department, and asking to be allowed to continue his private classes for another month. The :recommendations were adopted, and the request of Mr Walker was granted. The Chairman, at this stage, said Mr Duncan, who was seriously indisposed, had sent a note of excuse for non-attendance. Resolved “That the Board’s seal bo affixed to certain pupil teachers’ certificates presented." An application was received on behalf of 'Wm. Templeton, pnpil teacher, that hie agreement with the department might be cancelled, as he wished to enter the agricultural school. The application being endorsed by the committee of the East Christchurch school was granted. The report in reference to the Lower Heathcoto flogging case was laid on the table. A letter was read from Miss Allison, exprewing her willingness to accept an appointment under the Board, provided each appointment was in Christchurch. A letter was received from Mr A. Dunn, complaining of the manner in which the practising department of the Normal School was conducted. In objecting to the method of teaching he said the boys were kept grinding away at the same lessons, and made no pcogrets. A reply from Mr Rayner was read, and in respect to the statement of Mr Dunn he set forth facts indicating that the said statements had no foundation in reality. A communication was read from the head sffioe of the Education Department as follows : Education Department, Wellington, August 2nd, 1880. Ts the Secretary of the Education Board, Christchurch. Sir,—l have the honour, by direction of the
Minister of Education, to request the Board to bo good enough to furnish the Government with a report on the re adjustment of expenditure in the several branches of the Board’s service, which it proposes to make with a view to the carrying out the instructions of the General Assembly, as made known to the chairman by telegram from Mr Eolleston, dated the 28th ultimo. . I am to take this opportunity to explain that the reduction is at the rate of ton shillings per annum lor each average attendance from the first instant until the General Assembly shad otherwise resolve. In other words, instead of £i 5s per average attendance ns formerly, Boards will now receive at the rate of -£3 Iss for Board and school funds. I am farther to say that the General Assembly clearly intends that the redaction shall be applied proportionally and fairly to all the branches of the Board’s service, including inspection and the training department, as well as Board salaries and expenses, and that it be made to operate as lightly as possible in respect of expenditure necessary for the efficient carrying on by the committees and the teachers of the schools themsel res. The consideration of the above letter was deferred.
A letter was also read from the Government Insurance Department in reference to the extension among the officers under the various Boards of Education of the advantages of the insurance system in operation in other departments of the Government service. It was resolved to circulate the information tendered in the memorandum. Tenders were accepted as follows :—German Bay Bide School —Mr Hughes, £295, and 40s a chain j for certain works at Ashburton, Williams and Haskins, £573. An application was received from Oxford East, for certain alterations to the school there, and the Board resolved to do what was required. The Board’s architect submitted reports in reference to the condition of certain schools, pointing to the necessity for improvements, additions, and repairs in different instances. The Board duly considered and dealt with the reports. A number of purely routine matters were attended to, and after passing accounts, the Board went into committee, and on resuming, adjourned.
