KAIAPOI BOROUGH COUNCIL.
The fortnightly meeting of this Council was held on Tuesday eveniug. Present—The Mayor (Mr Blackwell), Crs. Moore, Pinching, May, Frasor, Monk, Mathews. Having made the declaration of newly elected councillors, Ors. Smith and Stanton took t'leir seats. Leave of absence was granted Cr. Woodford. The Mayor reported having, in response to a requisition signed by seventeen burgesses, called a public meeting to discußS the river fishery question. Ho had received a telegram from Mr 0. 0. Bowen, stating that steps were to be taken to carry out the improvements at the railway station. Letters were read— From Mr J. Henwood, asking leave to place a pipe drain from his premises in Poraki street Bide channel. Beferred to works committee. Prom Charitable Aid Board, forwarding statement of receipts and expenditure. Prom Bangiora Borough Council, for information regarding letting borough reserves. From resident engineer, stating he had no power to move in matter of improvements at railway station, and had referred a letter from the Council to Mr Lowe. Or. Pinching asked if the Oouncil'a letter pointed out the necessity for the siding. The Mayor said it did. Prom secretary Oddfellows' Society, asking for remission of license of hall, on the ground that the license for the Institute had been remitted, which enabled the latter hall to be let at a cheaper rate. Cr. Pinching moved—" That the Oddfellows' Society be informed, in reply to their letter, that the Council does not consider the cases analogous, or -that a oase for remission of the license had been shown." Cr, Mathews seconded. Or, Smith moved
an amendment —" That the matter be referred to the licensing committee." The amendment was not seconded. Oib. May and Monk supported the motion, whioh was carried, Cr. Fraser dissenting. The works committee recommended the painting and tarring of the suspension bridge by tender, and repairs to flooring of fire brigade station, 30a, which were agreed to. The works committee recommended the expenditure of £ls 10a for new culvert and floodgate to Honey's drain. The borough surveyor reported on the lovelß of the Beach road drainage. The drain at Honey's might be lowered 1 4-10th feet at the upper end and 2 feet at lower end. The lower floodgate could be lowered 2J feet. Or. Pinching moved, Or. Eraser seconded, " That there be no more expenditure on this drain till the agreement betwoon the land owners and the Council was completed." The motion was agreed to. The reoeipts for the fortnight were Btatod to be £7, and the oredit balance in the bank, £361 2s lid. Accounts, £39 8j 2d, were passed. The clerk reported in reference to an interview with Mr March respecting cases for aid. Or. was made a member of the works oommittee. Ors. Fraser, May, and Smith (chairman), were elected a lighting committee. A lengthy discussion ensued on a motion by Cr. Fraser to rescind a motion of last meeting in reference to the agreement affecting the Beach road drainage, but no conclusion was come to, the whole matter being referred to the workß committee and the Mayor for arrangement and settlement.
