CITY COUNCIL.

Monday, August 2. The usual weekly meeting of the City Council took place at 4 p.m.. Present—His Worship the Mayor, Ors. Taylor, Ayers, Hulbert, Cuff, Bishop, Thomson, Oherrill, King, Lambert, Vincent, Q-apes. The receipts for the week were stated to have been £1291 2a lid. The overdraft at the bank was £164 3a 7d. Accounts to the amount of £590 4s Id were passed for payment. The Mayor said ho desired to congratulate the Council on the change made in their meeting room. [Hear, hear.} It would not only be a comfort to the Council, but to the ratepayers. He thought they ought to congratulate themselves upon having got such a good room out of the old buildings. When the office accommodation was complete, they would bo enabled to carry out the business with satisfaction to the officers and the ratepayers. He would once more desire to express the pleosure he felt at meeting them in their new quarters. [Hear, hear.j In reply to a question from Or. Thomson, the Mayor said that the matter with reference to the payment by the Church Property Trustees had been referred to the solicitor. Or. Thomson said he desired to say that the Church Property Trustees had not the slightest wish to evade the promises made by any of their officers. In reply to Or. Taylor, The Town Clerk read the letter sent by the works committee to the Sydenham Council re the South town belt, which stated that the Council would go on with the work as soon as the plans were approved. Cr. Taylor said that this was quite opposed to the resolution passed by the Council. In reply to Cr. Hulbert, the town clerk read a letter from the tramway committee to the Tramway Company, requesting the removal of the flying shunt in front of the City Hotel. Two letters with reference to taking over Bath street and renaming Harry street, were referred to the works committee to report. A letter was received from Mr O. A. Ulrich, forwarding on behalf of certain coach proprietors a petition against the tramway being allowed to be taken up Oxford terrace. The letter was referred to the works committee. The Town Clerk reported that the requisite number of signatures to the watering rate petition had not been obtained, hence no steps could bo taken with it. A letter was received from the Kail way Band stating that they were prepared to place their services at the disposal of the citizens for promenade concerts during the ensuing summer season, and asking whether the City Council would erect a rotunda where they and other bands might play. Or. Thomson pointed out that the Council had no place whereon to erect such a rotunda. It was resolved that the services of the Railway band be accepted with thanks, and an expression of regret that the Council cannot in the present state of its funds erect the rotunda as requested. The surveyor’s report was read and referred to the works committee. The report stated that parts of the South belt wore becoming dangerous, and advised that temporary repairs should be undertaken to prevent accidents. A report on the uncollected rates by the collector was read, asking for instructions us to the course he should pursue. The report was referred to the finance committee. Or. Lambert, as chairman of the sanitary committee, reported the removal of the urinal from in front of the City Hotel and reerection. He desired to call the attention of the Council to an extract from the report of the inspector of nuisances, showing that a resident, not half a dozen yards from the office of the Board of Health, had been i emptying nightsoil on the heap of rubbish in the yard tor six months past. [Laughter.] On the motion of Or. Thomson, it was i resolved that the Town Clerk prepare a i return, showing the number of licensed cabi drivers and owners. ■ The Council then adjourned at 5 p.m.

DEATH OF AN OLD COLONIST, On Sunday, the Ist of August, Mr Lachlan MoQillivary, an old Australasian colonist, died at Kaiapoi, at the ripe age of seventy-one years. The deceased gentleman formerly held an onerous position in the Colonial Secretary’s office, Tasmania, before responsible government was granted to that colony. Ho was subsequently private secretary and precis writer to Sir J. Franklin and Colonel Arthur, Governors of that colony. For some time he resided in Victoria, and witnessed the departure of the first wool ohip from that colony in 1838, for England. Ho for a timo resided respectively in Canada and the Cape of Good Hope, and fina'ly made a home in New Zealand in 1861, taking up his residence at Biverton, near Invercargill. Ho was elected first Mayor of this town, and during five years represented the Riverton constituency in the House of Representatives. The deceased gentleman also held a position on the Commission of the Peace. Latterly his failing health almost unfitted him for active life, ai,d he has during two years past resided in retirement at Kaiapoi. Oa Monday afternoon his remains were interred in the Church of England Cemetery at that place. Mr McGiilivary belonged to a well-known Highland family, and his father was a Jamaica planter.
