DRAINAGE BOARD.
An adjourned meeting of the above Board was held at the offices, Hereford street, yesterday afternoon, at half-past two o’clock. Present —Mr H. J. Tancred (elected to the chair), and Messrs Hobbs, Brown, Ross and Blakiston.
Mr Hobbs apologised for the absence of Mr Duncan, who, he regretted to say, was very seriously ill. The engineer’s report was as follows : 1. The drain complained of by Mr Hooper, of New Brighton, should be widened and cleaned out. The 18-inch pipes put in by the Avon Bond Board are too small, and should be replaced by a large culvert with a flood gate. 2. Mr Tuersley, owner of land on Harrison’s estate, wants an ontlet for drainage. The roads on this estate are nnformed, and have not yet been banded over to the Road Board. Ample means of drainage exist by drains in Flooton street and Shirley road, bnt to make them available the roads must be formed and culverts laid across them to connect with the drains. 3. Regarding the unprotected state of the drain through Mr Rountree’s property, this drain has been deepened about 2ft., and is decidedly dangerous to cattle. The owners of the properties lower down through whose land the drain runs have all had fences put up at the Board’s expense. It seems reasonable that the same should be done for Mr Rountree. 4. The position of various sites offered for the storage of drain pipes are sketched on a plan for the Board’s consideration. 5. The stagnant drain complained of by Mr Stubbs is on unoccupied property. The owners should either ha forced by the Board of Health to fill it up or to drain it into the South belt sewer. It would be necessary at the same time to prevent the proprietor of Kohler’s gardens from draining into the ditch. 6. The owners of the unoccupied section at the back of the Shearers’ Arms should be made to drain into the channel in Lumb’s lane by cutting a drain along their western boundaries. The former drain was on property not in any way benefitted by it. 7. The old south drain between Montreal and Colombo streets was partially filled up quite recently, bnt it is again rapidly getting into a foul state. This whole length is kept open for the drainage of a single property abutting on Montreal 'street, and between the drain and section on Walker street. From levels taken it appearsjthat this property can easily be easily drained into Montreal street. When this has been done the drain can be abandoned and filled in. 8. The contractor for the pumping tank has now pumped out the water from the cylinder, and has commenced building the wall. As far as he has gone he has dealt successfully with leakage, but he has yet to out considerably into the concrete to get down to the proper level. 9. The Madras street sewer contract is completed with the exception of making good some alight defects. The clauses of the report were considered seriatim. Clause 1, the Board agreed to do the work referred to ; clause 2, resolved that as drainage had been provided for the estate, any subdivisions could be drained at the owner’s expense ; clause 3, the fencing to be done as suggested; clause 4, referred to a sub-committee, consisting of Mr Tancred and Mr Ross, with the engineer, with power to accept; clauses sto 7 inclusive were referred to the Board of Health. The remaining clauses were passed as satisfactory. The correspondence since laat ordinary meeting was then dealt with. Respecting a letter from the Avon Road Board, complaining of delay in repairing roads out up through drainage works, it was resolved to refer the matter to the engineer of that Board, for the purpose of ascertaining the amount of work required, and the matter to be finally arranged between the engineers of the respective Boards. Two deputations waited on the Board in reference to local requirements, and their representations were duly considered. At this stage Mr Harman took his seat as chairman of the Board.
The rate for the year ensuing was then struck in accordance with notice, and the rate books were duly signed by the chairman, Mr Tancred, and Mr Boas. A number of letters received since July 12th were read. Messrs Harper, Harper and Scott wrote on behalf of Mr Allison, intimating that their client did not intend to proceed further with his appeal. From the united bricklayers, in reference to house drain connections. This matter was referred to in a notice of which Mr Duncan had given notice, and it was allowed to stand over. From Mr D. Hamilton and others of New Brighton, stating that the removal of the drift wood was cansing the sea to encroach on the beach, threatening to injure their properties, and asking the Beard to consider the matter. Beferred to the engineer to report. From Messrs Harper, Harper and Scott, instructed by the representatives of the late Mr Oookson, owners of part of rural section No. 70, requesting that pipes be laid in the drain lately cut through their property at Fendaltown. This letter was referred to Mr Hall, who was acquainted with the country, for his report. From Mr D. Kearney, calling attention to the want of drainage from his property, Drain road, and intimating that he would pay no further rates until his property is properly drained. Beferred to the engineer to report. From Mr E. Parkerson, claiming £3OO on account of damage done to his property by the action of the Board in deepening Jaekson’s creek. The Chairman said this was only one of a number of such cases that might occur, and he suggested that a committee should be appointed to consider the matter. The letter was accordingly referred to a committee, consisting of Messrs Tancred, Boss, and Blakiston. From the clerk to the Heathoote Boad Board as follows—“I have the honor to inform you that the Board are willing to keep the sump and pipes clear, provided pipes are laid down in Ollivier’s road, in accordance with your letter of the 16th inst.” A petition was received from Mr H. E, Morgan and others, occupiers of land at St. Albans, formerly known as Harrison’s, calling attention to the urgent necessity of draining the same. This matter was already dealt with. From Slater and Son, on behalf of Mr Thomas Hall, claiming £IOO compensation for damage done to his property through drainage works. Beferred to the engineer. From Mr Conyers, intimating that Mr Nashelski, contractor under the railway department, claimed £ls for loss sustained by him in respect of a quantity of cement which he obtained for the continuation of the Madras
street sewer through the Christchurch station yard. The engineer submitted a memorandum with respect to the above, stating that he could not see that Mr Nashelski had any claim on the railway department, nor that the latter had any claim on the Board. It was resolved to send Mr Bell’s note to the Commissioner of Railways. A number of letters were read concerning individual requirements as to drainage, &0., but possessing no general interest. They were all duly considered by the Board, and in most instances referred to the engineer.
Applications for licenses to make house connections were referred to the engineer to report as to qualification of applicants. Regarding a question that had arisen as to the disposal of surplus earth, a letter having appeared in one of the local papers on the subject, the explanation made by the engineer was considered satisfactory. Tenders were accepted as follows :—Fencing, Rodda and Co. ; William street pipe sewer, S. Boyd ; Ollivier’s road, T. Mortimer.
The following accounts were passed : —Rate account, £B9 7s 3d : loan account, £l3O 7s. This concluded the business, and the Board adjourned at 5 30 o’clock.
