[retitee’s TELEGRAMS.] MELBOURNE, July 26, Hed Kelly. Ned Kelly was again brought up at the Police Court and remanded. The Governor’s Speech. Parliament has been opened by his Excellency the Marqnis of Normanby, and his speech on the occasion referred to decrease of revenue, and hoped that a satisfactory solution would he arrived at in regard to the reform of the Constitution Bill. Measures would he introduced iu connection with railways, water conservation, and amendment of the land laws, MELBOURNE, July 27. Colonial Industry. The Government have accepted the tender of the Phoenix Company, of Ballarat, for the construction of twenty railway locomotives, at a cost of £59,490. The New Judge. Mr Higinhotham took his seat on the Bench for the first time yesterday as Judge of the Supreme Court.
