China and RussiaNews has been received from Pekin that Chung How, the late Ambassador at St. Petersburg, who was reported to have been beheaded, but was, as now transpires, only impeached by his Government for his action in connection with the conclusion of the Kuldja treaty with Russia, has bean reprieved. It is further stated that this step is an indication that the Chinese Government desire to make peace with Russia. ResignationThe Marquis of Lansdowne has tendered his resignation as Under-Secretary of State for India, because he is opposed to the Irish Evictions Bill, which has been introduced by Parliament. Mr- Service on ReformMr Service, in his address to his constituents, says that peace and prosperity in Victoria are impossible until the question of reform is settled. LONDON, July 8.
