The almost total failure of the seal fishery this season is reported from Newfoundland. Many of the steamers that went out in March, have returned to port emrty. Considerable agitation has followed upon the determination of the German post office to follow the example set in England of stopping the delivery of letters on Sunday in Berlin and other provincial towns, the circulation of the German newspapers espe« cially being seriously affected by the new arrangement.
