SELWYN COUNTY COUNCIL.
Tuesday, Juke 20. The ordinary monthly meeting of the above was held at 10.30 a.m. Present—Messrs E. J. Lee, McMillan, J, D. Enys, IT, W. Peryman, Mathias, J. L. Wilson. The Chairman road a precis of the correspondence before the Council. A letter was read from Bull and Co., respecting the refund of £lB 7s 7d, paid to the county in error, as the same was demanded by the Sydenham Borough Council. It was resolved that the answer should be that the county, having taken the trouble of oversight of the slaughterhouse, the Council considered the fees should come to them. A letter was read from the New Zealand Produce and Provision Company, objecting to the fees fixed by the slaughterhouse by-law, as pressing hardly upon those who, like the company, slaughtered a large number. It was suggested by the company that a fixed sum should be charged up to a certain amount. It was resolved that the company be informed that the Council will consider at the end of six months any concession rendered necessary by their exceptional circumstances. A letter was read from Mr B. H. Ehodes* pointing out that Mr D. Cant was committing a nuisance by sending his slaughterhouse refuse down a drain, to the annoyance of Mr Jeffreys, his tenant. A report from, the Inspector of Slaughterhouses and the Inspector of Nuisances of the Board of Health was read, stating that no such nuisance as was spoken of existed. The Chairman said that extracts from the reports had been sent to Mr Bhodes. A letter was read from the Ashburton County Council agreeing to the continuance of the fordsman at Dobbin’s Ford. Several telegrams and letters were read from Hon. J. Hal! and the Chairman of the Bakais Boad Board, protesting against the removal of the site of the Hororata bridge to a place opposite no road. The Chairman said he had stopped the contractor carrying on the work until Mr Dobson had been communicated with, and an answer had been received detailing the reasons which had led to the alteration. The further consideration of the matter was deferred until information had been received from Wellington as to the route ot the railway line. A letter was road from the Springs Boad Board, stating that the Board did not feel justified in waving all claim on the Council for assistance in drainage and clearing rivers on consideration of receiving a grant for recreation reserve purposes. It was resolved to allow the matter to stand over till further information as to the reserve was received. A letter was read from the Coleridge Boad Board, stating that the Board would undertake the formation of the road westward to the Kakaia Gorge bridge on receiving the balance of the grant. Letters were read from the Ashburton County Council on the subject.
After some discussion it was resolved to reply that the Council were under promise to spend the £ISOO on their side of the riverA letter was read from the Akaroa Ooiinty Council asking the Council to co-operate wicn them in printing a sheep brand book. It was resolved to make inquiries on the A letter was read from the Patea County Council forwarding a resolution passed ny them affirming the necessity of Conn y Councils bsing appointed Land Boards, ana asking the Council to co-operate with them. It was resolved to reply that the oelwyn Council did not agree with the resolution. A letter was read from Mr Commissioner Broham stating that the police constables in the various districts had received instructions to enforce the provisions of the ordinance. A letter was read from the Heatheote P.oad Board recommending the appointment of Mr Burrows as poundkeeper for the Heatheote pound. It was resolved to appoint Mr Burrows as requested. A letter was Tread from Mr Mollraitb, ■calling attention to the gorse and broom in the Hororata River, and suggesting that it should be at once cleared out. Mr Wilson maved—“ That the rivers in the district, the Hororata, Solwyn, and Hawkins, he placed under the control of the Road Boards interested, and that the attention of the Boards should be called to the existence of the nuisance pointed out by Mr Mcllraith.” Mr Perryman seconded tho motion. Mr McMillan moved as on amendment — “That the attention of the Road Boards interested be called to Mr Mollraith’s letter, and they be requested to take stops to abate the nuisance." Mr Matthias seconded tho amendment which was carried by three to two. A letter was read from the Spreydon Road Board with reference to the alteration of tho boundary of tho Halswoll Road Board asked for by the latter,’so as to go to the crown of the road instead of the edge. The Spreydon Road Board declined to accede to the proposal. of the It was resolved to forward a copy letter to the Spreydon Road Board. At the request of the Spreydon Road Board a reserve made for a cemetery was charged to a recreation reserve. . A letter was read from the same Board, asking for a graat in aid of the cost of widening the bridge over the Heatheote, near the Sunnyside Asylum. After some discussion, in the course of which the opinion was expressed that the plans forwarded of the proposed bridge were unnecessary elaborate, it was resolved that the Council vote the sum of £3OO out of the money allocated in the Spreydon district in aid of the work of building a covered in culvert over the River Heatheote, near the Asylum, in place of the present bridge. A letter was read from Mr Dobson, calling attention to s ime planks in the Selwyn bridge, which required replacing, and forwarding an offer from a resident in the district to do the work. It was resolved to have the necessary repairs carried out. The usual report of the slaughter-house inspector was read, and several applications for licenses disposed of. The report of the engineer on the Malvern water-race was read. The chairman was authorised to make a payment of the balance of contract money to the contractor on receipt of the certificate of the engineer. The engineer was instructed to push on with the survey of branch races, and also to build a bridge over the water-race as recommended by him.
After passing several accounts the Council adjourned.
