MELBOURNE, June 29. The Liberal Platform. A caucus of Liberals was held yesterday when a manifesto was adopted, and has to-day been issued hy Mr. Berry. It recommends an extension of the franchise for the Council by enlarging the ratepayer’s roll, and, further, that the members of the Council should he elected for six years, one-third returning every two years, and that the total number of electorates should be thirty, each returning one member. June 28. The Dissolution. The dissolution of the Assembly is expected to take place on Thursday. Mr Service will issue a manifesto to the electors in a few days. Considerable electoral activity is already manifesting itself. Sir B. O’Loughlin and Dr. L. Smith, who were rejected last election, will stand for seats. Only a few electorates will he uncontested.
