[Br Tjjleqbaph.J fPer Rotomahana.] The "Sydney Mornisg Herald" has the following special, dated London, May 20th— It is known that the Home Government would approve of a reform in the Victorian Constitution based on the proposals mentioned in Mr Service's election speeches, and also a similar scheme to settle the difficulty between the two branches of Legislature in Now South Wales. Mr Ohilders, Secretary of State for War, will, it is expected, resign his position on the Commission now sitting with reference to the question of Colonial defence. The despatch of the fine arts collection for the Melbourne Exhibition is at a stand still, owing to the absence of any definite reply from the Melbourne Exhibition as to the return of the Sydney fine arts collection. Sir Gavan Duffy has declined overtures to offer himself for a seat in Parliament until he has published his history.
