I opposed the passing of thisAet, as I looked upon it aH only a moans tc an endviz., the repeal of the Land Tax, a measure very objectionable to certain large land speculators, who have reaped immense benefit by tho prosecution of public works, and who do not like having to pay for such benefit. If the original idpa of rating properties where tho railways were unprofitable had been carried out, there would have been no necessity for the heavy burdens now laid upon the public at large. We are told on all sides that we must economise. That the Civil Service is out of ail proportion to the population of the country I agree; bat under the present state of things I am afraid it will go on increasing instead of linishing ; as, since the passing of the Public Works Act and the abolition of the Provinces, the Asßemblyhas degenerated into a large Board of Works, and the Government oMhe day is subject to enormous pressure regarding matterß that ought never to be heard of wit-in the walls of Parliament. The only way that I can see to reduce the Civil Service aF.d to economise, is to form a strong Government, bavin? power to give what we have been promised 30 long, a substitute for the Provincial Institutions which were so ruthlessly destroyed, and so dear to the majority of old 'colonists. Parliament has now to contend with sixty odd bestgars instead of nine. Gentlemen, —L'ntd tms sort of thing is remedied anil the Parliament of the country enabled to ilea! with matters :or which it was created, leaving local bodies to manage their own affairs, I do not see any chance of any appreciable retrenchment in the Civil Service. I see it is proposed to do av,-.iy with sub?iai-->3 to local bodies except under special circumstances. Ido not think the plan will answer. It simply means another scramble, and a ';:--0 more pressure upon the powers that be. We have heard a great deal about the use of the Telegraph for election purpura by the late Government, and it was corsiA--re-d essential that the matter should be inveit'e'-tcd. No one could have objected to this, -'t s ems, howev-.r, to have been forgotten thnt in doing_ so private telegrams were laid upo= th 6 table of the House, and read, if not ccfied by many members, beforo they were impounded by Mr Speaker. Comment upon such conduct is unnecessary. A suggestion might be made that in any tutv.ro enquiries great care ehcnld be taken that the secresy of tho Telegraph Department shouk'.
